NCHANG TO BE PRO-TEM SPEAKER; LONGON OFFERED SPEAKER’S POST
State governor Nikhil Kumar has appointed Neiphiu Rio as the chief minister of the NPF-led DAN III government. This followed the dissolution of the 11th Nagaland Legislative Assembly with effect from Saturday by the governor.
In a statement, press secretary to the chief minister Abu Metha said Nikhil Kumar has requested the outgoing cabinet under Rio to continue in office till alternative arrangements were made.
He said the chief minister met the governor on Saturday and presented the list of DAN III supporters comprising 47 MLAs (38 NPF, 1 BJP, 1 JD (U) and 7 Independents).
After this, Nikhil Kumar appointed Rio to be the new chief minister of DAN III government under the provision of Article 164 (1) of the Constitution of India.
Pro-tem speaker: In another statement, Abu Metha informed that Rio has recommended Namri Nchang, NPF MLA from 6 Tening A/C to be appointed as pro-tem speaker to the governor.
He said that if Namri Nchang was appointed, he would be the first person to be sworn in as member of 12th Nagaland Legislative Assembly.
Nchang would then preside over the new house on March 14 and swear in all the other 58 MLAs in the house.
Nchang would also preside over the election of the new speaker after which he would vacate the seat in favour of the newly elected speaker. The subsequent sittings would be presided by the newly elected speaker.
However, Abu also informed that Kiyanilie Peseyie, the speaker of the 11th NLA which has been dissolved by the governor would continue to be the speaker till the pro-tem speaker takes over from the first minute of the first sittings of the first session of the 12th NLA on March 14.
Meanwhile, the 12th Nagaland Legislative Assembly has been subsequently constituted by a notification of the Election Commission of India.
According to DIPR, ECI notification was handed over to the governor by ECI secretary Anuj Jaipuriar on Sunday.
The ECI secretary was accompanied by officials from the ECI, CEO Nagaland and other officials of the state government.
Longon offered speaker post: Former minister for soil and water conservation, P. Longon representing 56 Noklak A/C has been reportedly offered the post of speaker for the 12th NLA while three more elected members, one each from Wokha, Mokokchung and Longleng districts, have been proposed to be included in the council of ministers.

Rio to finalize names of ministers, parliamentary secretaries

DIMAPUR, MAR 3 (NPN): After Nagaland Governor Nikhil Kumar issued a notification which appointed incumbent chief minister Neiphiu Rio as the incoming chief minister, the probable names to be inducted as ministers and parliamentary secretaries was yet to be finalized.
The induction will take place after all elected members have taken the oath of allegiance to the Constitution of India.
According to inside sources within the NPF party, the three ministers tasked with finalization of names to be inducted as ministers could not be finalized though the names of the following were disclosed. (See Table)

Out of 11 districts two– Dimapur and Kiphire have been kept aside for the time being. For Mokokchung district, the name of Nuklutoshi has been doing the rounds but so far the sources have yet to confirm it.
Thus, three ministerial posts have been kept in abeyance and will be decided at an appropriate time by the chief minister, the sources said.
The three-member ministerial team had submitted the names recommended for ministerial berths to chief minister Neiphiu Rio and requested him to give the final verdict.
18 Parl. Secys: The sources also said there will be at least 18 parliamentary secretaries and that seven to eight will be first timers to the house.
The chief minister will choose who among the remaining will be appointed as parliamentary secretaries.
The sources said that chief minister Neiphiu Rio, after finalizing the list of ministers and selecting those who will be appointed as parliamentary secretaries will place the list before the three-member ministerial team.
Outside Support: Four NCP and seven Independent elected members totalling 11 have pledged outside support to the 40-member DAN-III coalition government. This will bring a total of 51 out of 59 elected members in the Treasury Bench.
