Congress has reiterated, that the current financial problem faced by the government was worsening due to alleged financial mismanagement by the ruling NPF-led DAN coalition over successive fiscal years since 2009 to 2013.
Citing figures in its paper , the Congress has reasserted that the total deficit for 2013-14 is Rs.927 crore (as against Rs.899.45 crore projected in the budget for the same period).
Congress has alleged that current financial crisis resulted as a consequence of alleged financial mismanagement from 2009-2010, 2010-2011,2011-2012 and 2012-2013.
The total annual budget of the state for 2013-14 awarded by the Planning Commission of India was Rs.2000 crore, less by around Rs.230 crore from 2012-13. Congress claimed that the actual budget figure for 2013-14 would be Rs.1700 crore; if Rs.100 crore from NEC and Rs.200 crore from Non-Lapsable Central Pool of Resources (NLCPR) were excluded.
Congress has also said the state financial position was in a bad shape and claimed that the position has led to non preparation of Works Programme for the current year 2013-14.
A major chunk of the budget is spent as salaries of government employees whose number has shot up from 1,11,038( 2011-12) to 1,28,819(within two years from 2011-12 to 2012-13). During the two year-period, the number of government employees shot up by 9781.
The Congress pointed out that the 13th Finance Commission had fixed/ recommended a target of Rs.1474.85 crore as annual salary for government employees but that the state now has to spend Rs.3119,73,27 crore during the current year 2013-14.
Further, the 13th FC had recommended expenditure of Rs.432.24 crore as annual pension but during 2011-12 itself, the state had spent Rs.586.68 crore. It had also alleged that the state had mis-utilized the Rs.712 crore given by the Centre as ‘Special Financial Grant’ in 2010 for implementation of the 6th RoP from April 2010.
Congress claimed that the state was unable to provide utilisation certificate for the amount. According to the Congress, the state government had released Rs.472,55,74,000 crore out of the amount to 72 departments and that half the amount was deposited in the GPF account of employees. It pointed out that the remaining Rs.239,44,26,000 was not given to the employees.
The Congress also projected the total deficit for the period 2013-14 at Rs.927 crore. The figure was arrived at on account of monthly salary for employees at Rs.377 crore and monthly deficit at Rs.21 crore.
Congress said while the 13th FC fixed a limit of loan up to Rs.2601 crore but the state has already taken a total of Rs.4862,12,40,000 crore and exceeding the limit by Rs.2261,12,34,000 crore. It also claimed that Balance Credit Revenue for 2013-14 was a negative Rs.1401.29 crore.
Congress maintained that the state government faces a difficult crisis which has compelled it to stop all payments except salaries of employees.
However, work charged employees in some technical departments have not been paid salaries for several months, Congress said.
