KVC restriction on stray mithuns

Khukishe Village Council (KVC) has expressed concern over stray mithuns from neighboring villages found in herds under its jurisdiction.
A joint press release issued by Khukishe Village Council chairman Vihuto Yepthomi, advisor K. Kihoto Hollohon and secretary Tokavi Sumi stated that more than 300 wild mithuns in four groups were roaming “uncontrolled” under Khukishe village jurisdiction, destroying public roads, irrigation channels, plantation, terraces of paddy field, crops in jhum land.
Council stated that it has decided to impose a set of restrictions with regard to stray mithuns, as both crop cultivation and rearing mithuns were equally important for Sumis in the area.
Khukishe Village Council has informed that no stray mithuns would be allowed to remain in herds of local mithuns for more than three years and owners failing to identify their herd within stipulated time notified by Khukishe Village Council would not be allowed to claim the same later.
It also informed owners of missing herd to give description of mithuns and the time they went missing, to the council, before claiming. Khukishe Village Council also said it would seize all stray mithuns in November before they were released from enclosure and added that council would issue notification for identification.
Meanwhile, council stated that unclaimed herd would be put up for public auction after expiry of stipulated period and owners who could identify their mithun(s) would have to pay the rate fixed by Khukishe Village Council.
Council further informed that it would not permit any one to take away mithuns under Khukishe village jurisdiction without the knowledge of GBs and village council.
