Call it a murky deal or system error, the result of this year’s Joint Entrance Examination (JEE) for various technical courses seems to have proved the existence of serious anomalies whereby candidates in the merit list were allegedly forced to compromise their rank to accommodate candidates selected for reserved quota.
The comparison between the JEE merit list and the administrative approval of 100 percent point placement reservation under State JEE with effect from 2011-12 showed a stark contrast in position for placement whereas, candidates selected for reserved quota for the nine backward tribes superseded those in the merit list in rank thereby making merit list a mockery.
As per the position of placement in the subject group of Physics, Chemistry and Biology, out of the total 46 seats for MBBS, seven candidates selected from the reserved quota for backward tribes were placed in the 10, 16, 22, 28, 34, 40 and 46 positions respectively, pushing a rank below for the merit students. The same was the case for 40 seats of Civil Engineering, 14 seats of Electrical Engineering, 31 seats of Computer Science Engineering, 29 seats of Mechanical Engineering and 29 seats of Electronic & Communication Engineering.
Commenting on the JEE results particularly for the course of MBBS, Nagaland Doctors’ Association (NDA) president Dr. H. Hotoku Chishi said if this system was to be introduced, it should have been notified so that public would be aware well ahead of time as the admissions for the course had already started. He also said that the delay in the new system came as a shock to the parents of selected candidates.
Opining that people had as much concern as the government has for backward tribes, Dr. Chishi said however, helping backward tribes should not be done in this form. He termed the system as nibbling in the bud for any society that longed for progress.
The NDA president also asserted that no good outcome was expected by doing this dislocation, as whether the system was introduced or not, the 15% reservation quota for the backward tribes was secured and their placement was 100% even without these new rules. He said that by dislocating the merit list, the authorities were hurting the 15 meritorious candidates.
Dr. Chishi also pointed out that unlike UPSC system, the state was very accommodative for backward tribes and they were allowed to avail full opportunity in both the general category as well as in 15% reserved quota.
Stating if this system was insisted for implementation, Dr. Chishi said UPSC norms
must be adopted whereby backward tribe candidates in general category ranking in the merit list reduced the backward quota.
According to him, backward category cases should not be considered in such way at the expense of forward tribes’ meritorious candidates.
Pointing out that merit could never be “substituted or purchased”, adding that the merit declared by NBSE & H&TE must be honored and respected by all, the NDA president asserted that any attempt to dilute the existing system would invite problems that would have wider political and social ramification.
Dr. Chishi stressed that the state government should review and immediately revoke the new system or arrangement. While stating that based on merit list, students should have gone for admissions, he further questioned as to what the fate of those who had left for admission would be, with the new arrangement.
