NSCN/GPRN (Khaplang) Monday said it was “flabbergasted” by a letter from the chairman, Cease Fire Supervisory Board, which claimed that the Sumi Hoho had demanded closure of all designated camps in Zunheboto district due to “violation of cease-fire ground rules” by NSCN(K)cadres in and around Zunheboto district.
According to MIP,NSCN/GPRN(K), the chairman CFSB had written to NSCN(K) Supervisor CFSB, to cite the letter from the Sumi Hoho that was addressed to the chairman CFSB wherein the Hoho accused NSCN(K) of being responsible for adversely affecting peace and tranquility in the area.
However, the MIP of NSCN(K) forwarded the letter written by the Sumi Hoho to the Chairman CFSB which was contradictory to the allegations cited by the Chairman CFSB.
As proof of its stand, the MIP reproduced both letters to the media- one written to NSCN(K) by chairman CFSB and the other Sumi Hoho’s memorandum over removal of designated camps.
In the letter addressed to NSCN(K)Supervisor CFSB, the chairman CFSB had alleged that the Sumi Hoho had sent a representation to him, complaining against armed cadres of NSCN(K) who were moving about in towns,villages and other parts of Zunheboto district.
The CFSB chairman in the letter stated that instances of armed cadres of NSCN (K) adopting aggressive and threatening deployment against other groups and indulging in forcible collection of money have been reported.
In view of all these incidents, the CFSB chairman claimed that Sumi Hoho has requested for closure of all designated camps in the Zunheboto district.
MIP said the CFSB chairman in the letter to NSCN(K) pointed out that movement of armed cadres outside designated camps without authorization and presence of such cadres in uniform with or without arms in other areas amounted to gross violation of cease fire.Further, the CFSB’s letter also reminded the NSCN(K) of its commitment against indulging in any forcible collection of funds.
The CFSB chairman, in the letter claimed that perusal of the representation by the Sumi Hoho, indicated that NSCN (K) cadres were violating the cease fire ground rules, “which is adversely affecting the peace and tranquility in the area.”
Citing above representation, the CFSB chairman requested the NSCN (K) CFSB supervisor to ensure that NSCN (K) cadres adhere to the cease fire ground rules, and recall all armed cadres immediately to the designated camp.
To expose the distortion allegedly made by the office of the chairman CFSB, the MIP also released the same memorandum of the Sumi Hoho. The hoho memorandum had flayed activities of various factions in Zunheboto but clearly did not specifically mention any faction by name. The Hoho had demanded the removal and withdrawal of all “designated camps” within Zunheboto district in view of these incidents. The same memorandum of the Sumi Hoho, which was cited by the chairman CFSB (according to the NSCN-K) was also published in all local dailies on August 10
The resolution, the Sumi hoho had stated was based on the declaration of Sumi inhabited areas as “peace zone” on July 15, 2008 during public rally, and subsequent unanimous reiteration and reaffirmation of the stand by the Sumi general session on July 7, 2011.
