After deliberating at length on various reports and issues that have emerged, the NMA and its education committee has resolved to submit nine-point memorandum to the state chief minister for immediate action and intervention.
In a memorandum addressed to the state chief minister, the NMA president Abeiu Meru and NMA education committee convenor Rosemary Dzuvichu expressed deep concern with ongoing crisis of bogus teachers issue in the department of education and “inordinate delay in action” on serious irregularities detected as per the latest reports of July 7 SIT, vigilance commission, the state verification committee and the district special verification committees.
The memorandum demanded that state government terminate all teachers found guilty with verified bogus/forged appointment orders, forged signatures of authorities, forged signatures as confirmed by QDEB experts, confirmed fake educational certificates, and verified bogus absentee teachers, as per the SIT Final report/SVC and the DVC reports respectively.
It also demanded that all directorate and secretariat officials of education department, who have been identified and indicted by SIT final report, be penalized and immediate action be taken as per the law, for their involvement in wrongful projection and falsification of post vacancies resulting in excess appointment of teachers, destruction of important official files and records, rampant issuance of approval orders and inflated projection of post vacancies.
The NMA memorandum also sought appropriate action be taken on all DIS/DEOs of various districts who have been identified by the said report for dereliction of duty.
According to NMA identified officers have allowed bogus teachers with fake certificates, against fake post creations, bogus appointment orders, forged signatures, bogus transfer orders, to join their establishments.
Citing SIT final report, it pointed out that total salaries drawn by bogus absentee teachers under their establishments has been estimated at Rs.60,81,74,831, which it said was a huge financial loss due to illegal payments.
NMA also demanded that appropriate action be taken as per the law against all persons who were not government employees but indicted in the course of investigation by the SIT of the vigilance commission.
It demanded that sanctioned posts of 2606 temporary posts of teachers created under SSA and 482 temporary posts of various categories under education department, RMSA as per Govt. notifications dated June 15, be immediately advertised in strict adherence to government rules of recruitment.
Further, the NMA opined that genuine, qualified and verified serving teachers be given due consideration by government and retained.
NMA also demanded early decision on 514 pending cases which it said have “more genuine and legitimate grounds”.
It also demanded that government take into cognizance of the final report of the SVC and the DVC on the same issue and strictly adhere to their recommendations on termination/ retention and regularization of teachers under various categories.
NMA also questioned the credibility of the education minister for the lack of initiative and inability to promptly address the serious anomalies detected adding that delay in action only led to the loss of credibility of the department.
NMA said it has also resolved to meet top leaders of various groups of National workers, whose cadres have been identified as bogus teachers in the SIT report and involved in such questionable activities and would seek for immediate action against their cadres involved for destroying the future of students.
Maintaining that serious irregularities was due to the lapses of the department, the NMA urged that remedial measures be adopted as per recommendation of the SIT since the functioning and administration of the department was not in the interest of the government.
Reiterating that there can be no compromise on such serious criminal activities within the structure of education, the NMA said unless action was taken against such anomalies/criminal activities the future of the education system and “our children is doomed.”
The Naga mothers also placed on record their deep appreciation for the work done by the SIT, vigilance commission, the SVC and the district special verification committees as follow up verifications to bring accountability and transparency within the education system.
NMA hoped that chief minister would personally supervise and initiate immediate action.
