As per the latest ECI instruction on mechanism of monitoring day to day election expenditure incurred by the candidate, Deputy Commissioner (DC) & Returning Officer (RO) Mokokchung, Murohu Chotso has informed all candidates for the ensuing election to the state legislative assembly to open a separate bank account exclusively for the purpose of election expenditure.
According to an official bulletin, the account shall be opened at least one day before the date on which the candidate files his nomination papers and the bank account number shall be communicated by the candidate in writing to the RO at the time of filing of his nomination.
Mokokchung RO said all election expenditure shall be made by candidates only from that particular bank account and all money to be spent on electioneering shall be deposited in the bank account irrespective of its funding from any source including candidate’s own fund.
RO further said a certified copy of the account statement of the bank account shall be given to the District Election Officer (DEO) along with the statement of the expenditure at the time of filing of the abstract statement, after declaration of results.
RO further informed each candidate to maintain a register consisting of three parts namely; register of day to day account in part-A in white pages, cash register in part-B in pink pages and bank register as part-C in yellow pages.
Candidates have been asked to submit this register for inspection by RO and expenditure observer at least three times during the campaign period.
All intending/contesting candidates have been asked to take utmost care of the commission’s instruction stating that it is mandatory for every candidate to maintain separate and correct account of all expenditure between the dates on which he was nominated and the date of declaration of result, both days inclusive.
