Strengthen culture of consultation: Gov to MLAs

Nagaland Governor Dr. Ashwani Kumar Friday said Naga society has “innate proclivity” of taking decisions democratically through public consultations right from village level and this culture has to be strengthened in the state legislature as it was the “constitutionally designed consultative chamber.”

Dr. Ashwani Kumar said this while delivering the inaugural address at the orientation programme for the members of 12th Nagaland Legislative Assembly Friday at Niathu Resort, Chumukedima, Dimapur.

The governor while referring to the general decline in parliamentary traditions in the country, said exception to this trend needed to be appropriately demonstrated by Nagaland Assembly.

He also pointed out that the primary function of the legislature was to make laws and there were innumerable Acts on the state’s statute book which needed “a relook, a review or may be a repeal all together.”

The governor also stated that the voice of women should be adequately reflected in all forums of democratic governance.

While pointing out that in the recent February polls, 91.22% women voted as against 89.82% men, Dr. Ashwani Kumar lamented the fact that since 1964, women have been trying to enter Legislative Assembly but in vain.

The governor also noted that this term, 42% of the legislators were first timers and said the orientation programme would help all the legislators to learn the best procedures.

DIPR Adds: Chief Minister Neiphiu Rio in his welcome address said that having been elected by the people to be their leaders, the legislators could not afford to remain ignorant of roles and regulations to be followed.

He pointed out that after the house debated, the state government passed the budget every year but expressed apprehension as to how many of the legislators really understood “budget” or “budgetary procedures”.

He called upon the legislators to make good use of the orientation course to upgrade their knowledge.

Former secretary seneral, Lok Sabha Dr. Subash C Kashyap presented topic on Legislative Procedure, former secretary general, Lok Sabha PTD Achary presented Question Procedures, G.C. Malhotra on Budgetary Procedures, Dr. Swapna Bist Joshi on Sensitization on Gender Issue and programme officer, IT&C Asono Mor delivered on Ne-GP & e-Governance. The programme was chaired by minister of parliamentary affairs Azo.
