Nagaland Legislative Assembly session concludes

The list of business on the concluding day of the fifth session of the twelfth Nagaland Legislative Assembly included question hour, presentation of Comptroler & Auditor General of India Report, laying of reports, General Discussion on the Budget of the year 2014-15, discussion and voting on the demand for Grants for the year 2014-15, introduction, consideration and passing of the Nagaland Appropriation (No. 3) Bill 2014 and announcement of Revised Constitution of the various financial and non-financial committees and panel of Chairman for 2014-15.
CM tables C&AG reports
Nagaland chief minister T.R. Zeliang Friday tabled the Comptroller and Auditor General (C&AG) reports during the fifth session of 12th NLA.
The reports tabled in the assembly include: C&AG report on state finance for the year ended March 31, 2013; report on social, economics, revenue and general sectors for the year ended March 31, 2013; finance accounts, 2012-13 (Vol. 1 & 2); appropriation accounts (2012-13) and report on audit of forest, ecology and environment & wildlife department for the year ended March 31, 2013. Zeliang also laid a copy each of the Nagaland Coal Mining (First Amendment) Rules, 2014 and the Nagaland Coal Policy (First Amendment) 2014, said a DIPR report.
Starred questions and replies
In response to the starred question raised by Imtikumzuk MLA, parliamentary secretary housing said the construction of drivers and bodyguard room, store extension of the office and renovation of banquet hall in CM bungalow cost Rs. 116.72 lakhs during 2013-14.
Replying to starred question asked by Tokheho MLA on the progress of four lane constructions between Dimapur and Kohima, minister national highways Nuklutoshi said the cost for compensation of land and buildings are in the process of being paid to the landowners and the total estimated cost is Rs. 1089.84 crore.
In reply to the supplementing question asked by Tokheho, the minister said he had no idea of the rate of compensation as it was under GOI.
In response to the starred question by Tokheho MLA on the salary for minister, Advisor, cabinet status and other entitlements, Chief minister T.Z. Zeliang said monthly salary is Rs. 28,000, POL Rs. 48,000, VMA Rs. 20,000 and hospitality Rs. 10,000 and altogether Rs. 1, 06,000 (per month) and Zeliang said for parliamentary secretary Rs. 25,000 per month, POL Rs. 46,000, VMA Rs. 20,000, hospitality Rs. 10,000 (total- 1, 01,000). Chief minister said total expenditure on salaries including all other entitlements per month for minister, parliamentary secretary and advisor  is Rs. 40,42,000 including Rs. 1,28,000 being paid as house rent allowance to 10 ministers/parliamentary secretaries /advisors who are not provided with government accommodation at Rs. 12,800 each.
Replying to the starred question asked by A.Imtilemba Sangtam MLA on number of grade –iv & iii employees in the DGP office, the minister home Yanthungo Patton said in grade iv 159 persons and 119 in grade 111. Minister said the employees employed from 4 districts namely Tuensang, Mon, Longleng and Kiphire are 174 persons (grade –iv- 22 and grade iii 152).      
Govt. need to tackle illegal taxation: Dr. Imtiwapang Aier
KOHIMA, JUL 25 (NPN): Taking part in the budget discussion, MLA Dr. Imtiwapang Aier said the government needs to tackle effectively with illegal taxation, which becomes a hindrance for the investors to come to the state.
Reminding the DAN I & II government blaming the UPA government at centre on pending Naga political issue, he said with the NDA government at the centre now had a good hope that the issue would expedite as promised by the former chief minister before going to Delhi as MP.
He also said that the DAN government blamed the UPA government for step-motherly treatment to the state and now with NDA government at the centre it was expected to see “step-father treatment”.
Aier highlighted some of the loop holes in the budget like in sports sector, agri and allied, water under PHED and roads.
He said with the increasing popularity of hornbill festival in the state, it could generate only Rs. 6, 12,000 as revenue whereas the state had spent in terms of crores.
Aier also suggested that the revenue department should be revamped and set up a committee for monitoring it and also should have target budget in every fiscal year.
MLA also attacked the present government for being very slow and pending on many ongoing projects in the state, which led to price escalation. He suggested setting up sub-committee to expedite the projects. He also informed that in many cases the deplorable roads were men made and urged the concerned department to check it.
