Addressing a meeting of Deputy Commissioners (DCs) and Superintendents of Police (SPs) on law and order at Zonal Council Hall, Kohima Friday, the state chief minister T.R. Zeliang reminded DCs and SPs of their huge responsibilities towards the state and its people and requested them to uphold the image of the state.
Pointing out that the state has faced certain incidents in recent times, which posed a challenge to all concerned, chief minster cited the examples of the Tuensang and Dimapur incidents and said because of taking those incidents lightly in the initial stages they turned into serious issues.
Further, Zeliang pointed out that taking preventive measures was very important since today the administration and police were facing new types of challenges in dealing with situations specially pertaining to the social media.
He said that due to rumours swarming in the social networking sites, serious side effects have been caused and underlined the need to deal with such situations effectively.
According to a DIPR report, chief minister also exhorted the officials to reactivate themselves, to be efficient and to uphold the constitution. He lamented that the recent Dimapur incident has revealed security lapses and failure of the administration, saying such situations should not be repeated. Zeliang also voiced out the need to improve the intelligence network, to be alert and be vigilant.
Zeliang called upon all the DCs to take their developmental roles seriously.
In his speech, minister for home Y. Patton emphasized on precautionary measures to be taken up and the need to rethink on how the rule of law and public administration should be carried out in the state.
Patton also felt the need for proactive administration.
Admitting the absence of non-lethal crowd mechanism with the state police department, the home minister stated that crowd control infrastructure and anti-riot equipments should be made available to the state police soon. With regard to this, home minster asked PHQ to submit a proposal to the government at the earliest.
Patton said that a close coordination between the civil administration, police and intelligence agencies was required.
Asserting that challenges of district administration and police have taken a new dimension with the advent of social networking, he said stopgap measures were not the solution.
Dwelling on issues of ILP and road safety, he called upon all responsible to work together in a constructive way to bring back the good image of Nagas. Nagaland chief secretary Pankaj Kumar said the meeting was called in short notice in view of the prevailing law and order situation in the state.
He felt the need of the district administration to deal with situations firmly and swiftly and to nip the problem in the bud.
DGP Nagaland, L.L. Doungel also underlined the need for proper trainings for the police force and media management.
Nagaland commissioner Sentiyanger in his welcome address called upon the DCs and the SPs to take stock of the prevailing law and order situation.
All the DCs and SPs participated in the interaction with the chief minister where various related issues were deliberated upon.
In his concluding remarks, home commissioner Neihu C. Thur called upon all officials to be impartial and be proactive.
