NLC alleges rampant backdoor appointment in RD department

Nagaland Congress (NLC) has alleged rampant backdoor appointments in the Rural Development department saying 85% of total employees in the state were directly appointed while only 8.3% were appointed through interview, combined exam and NPSC and 7% appointed through deputation/absorption etc. 
Backing its claims with facts and figures furnished by the RD directorate through RTI, NLC said over the years up to November 17, 2016 the appointments were highly questionable and challengeable. 
Percentage of direct appointment: It said out of total 640 regularized employees, from the post of SO-I down to Steno Gr-III, appointments were done in following manner: 12% through interview, 0.9% through combined exam, 0.4% through NPSC, 2% through other process (deputation/absorption) while 85% were direct appointments. 
NLC further alleged 100% direct appointment were made in the case of 316 contractual employees. It said 613 were appointed within 2010-2016 and only three prior to 2010.
Giving out the district wise percentage, NLC said under Longleng districts it was 90%, 88% in Mon district, 87% (Mokokchung district), 87% (Dimapur district), 85% in the directorate, 84% (Tuensang district), 80% (Kiphire district), 79% (Phek district), 79% (Zunheboto district), 79% (Peren district), 
76% (Wokha district) and 75% (Kohima district). 
It alleged that the 85% direct appointments and 7% under deputation were mainly minister’s and parliamentary secretary’s candidates, thereby leaving only 8% provision for few qualified and deserving candidates. 
NLC said it would continue to take on the government/department with similar issues and would continue to feed uninformed citizens with facts and figures on questionable and challengeable appointments in major departments in the state.
