Bridges at 4th Mile, Nagarjan by Jun 2018

State government has stated that construction of new bridges at 4th Mile  over Chathe river and Nagarjan has already been sanctioned. This was announced at a coordination committee meeting on renovation of Roads and bridges called by chief minister at his office chamber, Nagaland Civil Secretariat, on Thursday. 
According to CMO, at the meeting, chief minister, TR Zeliang, and minister PWD (R&B), Dr. Neikiesalie Nicky Kire, directed immediate commencement of construction of a new bridge at 4th Mile and Nagarjan in Dimapur.  The contractor has assured that the construction of new bridges at 4th Mile Chathe River and Nagarjan would be completed by June, 2018, CMO said.
The chief minister TR Zeliang, considering the responsibility of the government to meet the emergency needs of the masses at this juncture, directed National Highways, BRO, R&B, allied departments and contractors to commence road renovation around Dimapur and Kohima with immediate effect.
At the meeting, it was also decided that as a temporary measure, two suspension bridges at 4th Mile and Nagarjan would be constructed. The works of which would be taken up by the NSDMA in coordination with the DDMA, Dimapur. The design of the suspension bridge developed by the PWD (R&B) would be given to the NSDMA. The material for the suspension bridge would be procured by the NSDMA either from Guwahati or Kolkata. The work would be implemented departmentally in collaboration with the DDMA, Dimapur. 
It was further decided that for immediate passage of light vehicles, a temporary bamboo bridge would be constructed by the NSDMA at 4th Mile across the Chathe River.
With regard to construction of Bridge at 4th Mile Chathe river, CMO said a request has been made to Army for construction as an emergency measure, adding that the matter was under process. 
Several decisions were also taken in connection with immediate repair and restoration of roads and bridges severely damaged or washed away by the monsoon.
Repair of roads in Dimapur: It was decided that immediate temporary road repair work from Purana Bazar to 3rd mile would be taken up with the machinery to be provided by M/S ECI as contribution under Corporate Social Responsibility (CSR).  
Road from Green Park to Thahekhu would be taken up with the machinery to be provided by M/S Gayatri and Maytas as contribution under CSR.  
Road from Golaghat junction to Tragopan junction and upto DC Court, Dimapur would be taken up by CE, PWD (R&B).
Temporary repair work from Railway Station flyover to Supermarket would be taken up by CE, PWD (R&B). Road from Full Nagarjan to 3rd mile would be taken up by CE, PWD (R&B).
Road from Tragopan junction upto Burma Camp traffic point would be taken up by CE, PWD (NH).
Further, clearance of drainage from Purana Bazar would be executed by the Commandant BRO from August 5- 7, 2017.
To enable the execution of the emergency repair works at Dimapur, the government announced that following tasks would be executed from August 4-9, 2017:
 i.  The Nodal Authority for supervising and coordinating the repair work will be CE, PWD (R&B).  He shall deploy necessary manpower under a Superintendent Engineer for execution and supervision of the repair works.  For National Highway, CE, PWD (NH) shall deploy the manpower.
 ii. CE, PWB (R&B), in coordination with the District Administration, Dimapur will identify the site for the collection of materials (sand gravel, stone dust etc.)
iii. ECI and Gayatri & Maytas will provide adequate machinery (rollers, dumpers etc.) with POL under CSR.
iv. CE, PWD (R&B) will requisition five rollers from Dimapur and five rollers from Kohima to the CE, PWD (Mech) who shall arrange to place the rollers at Agri. Expo 4th Mile on or before 5th August, 2017.
v. C&S (Municipal Affairs) will check the availability of excavators with Dimapur Municipal Council and make the same available to CE, PWD (R&B) for repair work.
vi. CE, PWD (R&B) will be in charge of setting up ‘staging area’ at the Agri. Expo site to house men and machinery, who would be involved in the emergency repair works from 4th to 9th August, 2017.
Inspection of New Dhansiri Bridge: CE, PWD (NH) has been directed to conduct a safety audit of the New Dhansiri Bridge through a technical team comprising engineers from PWD, NHIDCL and BRO.
The operational cost for the repair work at Dimapur, the cost for purchase of materials and the repair cost for the works to be undertaken by the PWD would be borne under additional fund to be provided by the State Finance Department on the basis of detailed estimates to be prepared and furnished by PWD by August 5, 2017 and the work would be executed departmentally.
Repair of roads in Kohima: CE, PWD (R&B) has been entrusted to repair the road in Kohima stretching from the Secretariat road to the Nagaland Legislative Assembly and in other parts of Kohima Town which have been badly damaged by the monsoon 2017.
CE, PWD (R&B) has been asked to submit estimates for the works by August 5 and work have to be completed by August 13, 2017. 
Since the works are emergent in nature, they would be taken up departmentally, the cost of which will be borne under ‘Disaster Management immediate restorative work damaged by extreme rainfall’. 
The estimate will be submitted to NSDMA, Home Department by the Chief Engineer PWD (R&B).
The meeting decided that a comprehensive memorandum for relief due to damage caused by Monsoon 2017 across the State would be prepared by SDMA at the earliest for submission to Government of India for assistance under NDRF.
Meanwhile, CMO stated that chief minister TR Zeliang, barely a week after the formation of a new NPF-led DAN ministry in the state, has turned the government into “action mode with special focus on public welfare as a start-up towards promoting good local governance.”
