Election Commission of India has issued various guidelines with regard to e-rolls, VVPAT, expenditure monitoring etc.
According to Chief Electoral Officer, Nagaland Abhijit Sinha informed that as per the draft electoral rolls published on October 3, 2017 there were 11.63 lakh electors in the state with 5.89 lakh male and 5.74 lakh female electors.
He however said that the Special Summary Revision of electoral rolls with reference to 01.01.2018 as the qualifying date was still under progress and the final publication of the e-rolls will be done on January 5, 2018.
As per the final roll there are 1722 service electors with 1718 male and 4 female service electors. Forms/documents uploaded by the Record Offices after the final publication are also being taken up by the
He also informed that currently, the percentage of photo coverage for the electoral roll was 99.98 % and EPIC coverage was 97.92 %. Efforts are being made for 100 % PER and EPIC, he added.
He said that the ECI directed the state to ensure that postal ballot system was streamlined. For this, he said all the 60 constituencies will be covered by Electronically Transmitted Postal Ballot System (ETPBS).
He also said that the ‘assured minimum facilities’ in polling stations has been taken up with the chief secretary. The state government has been directed to complete the AMF Facilities at the earliest.
CEO further informed that the EVM and Voter Verifiable Paper Audit Trail (VVPAT) will be used in all the 2194 polling stations across 60 Assembly Constituencies of state.
CEO also highlighted about the security management to ensure peaceful polling.
General and police observers will be deployed after the announcement of election in the state, he said. They will monitor all activities and advise the administration to take suitable action.
The Commission has also directed the state government to make arrangements for providing cashless treatment facility to ail polling staff, CAPF and police force deployed for election duty.
The state has also been directed for making provision for Air Ambulances for quick evacuation in case of any exigencies.
ECI has directed the state government for strict implementation of ceasefire ground rules so that the movement of armed cadre was restricted in the interest of free and fair election.
Strict vigil will be maintained by the Assam Rifle along the international border with Myanmar so as to curb the movement of the armed cadres from across the border.
The Commission will be deputing officials including Income Tax sleuths to monitor all expenditures during the election. There will be strict vigil to curb use of money drugs liquor and gifts distribution.
In addition, 180 flying squads and 94 Static Surveillance Teams will be operationalized to check movement of cash liquor, drugs and other freebies in Nagaland.
Air intelligence Units of IT authorities would also be set up at Dimapur, Airport.
Meanwhile, it was informed that ‘Samadhan’– a comprehensive, robust and reliable Public Grievance Redress System has been developed by the Election Commission to provide a common platform for all complaints, grievances, concerns and suggestions lodged by any individual, including political parties, candidates, civil society groups etc.
Complaints can be filed website, email, letter, fax, SMS, call-centre (“1950”) etc.
A Mobile App would also be made available to submit complaints with photographs/videos on the common platform.
