Mkg DC show-causes Changki village council

Mokokchung deputy commissioner (DC) Sachin Jaiswal has issued a show-cause notice to Changki village council chairman, VCM and GB asking why action should not be initiated against them for the brutal assault on a 58-year-old woman on the night of March 5 and her ex-communication from Changki village under 29 Jangpetkong constituency. 
The DC asked them to appear in person before him at his office at 11 a.m. on Thursday with names of the perpetrators and warned that failure on the part of Changki village council to act positively on the matter would be a ground for the council’s dissolution under Section 54(1) of the Village Council Act, 1978.
Citing reports, DC said the reason for the assault on the lady and her ex-communication along with three others – two women and a man – from the village for 30 years was that the lady had not voted for the candidate supported by the village council. 
The DC termed the “shameful act” as a mockery of free and fair elections mandated by Election Commission of India and a blatant violation of a directive (no. CON/EL/2018/68, dated 15/02/2018) issued by him pertaining to the role of village council during elections. 
Jaiswal pointed out that it was clearly stated under Section 15(1) of the Village Council Act that a village council would be auxiliary to the district administration and had powers to deal with maintenance of law and order, besides enforcing orders passed by competent authorities on the village. 
Alleging that Changki village council did not report the incident nor provided names of the perpetrators, the DC said this had raised serious question over the functioning of the council and its efficiency as mandated by the Village Council Act.
NSCW condemns assault on women; excommunication
Nagaland State Commission for Women (NSCW) has strongly condemned the assault on women at Changki village and Tuli.
In a statement issued on Wednesday, NSCW chairperson Dr. Temsula Ao said recent media reports of violence against women during the just-concluded Assembly election was disturbing and shameful. She said whatever happened at Changki village once again exposed the male bias and tendency to vent collective anger towards the weaker section of society. 
While condemning the assault, Ao also appreciated the initiative of Mangkolemba police station. She also hoped that the perpetrators of Tuli incident would be brought to book.
Meanwhile, the NSCW chairperson also expressed grave concern at the ex-communication of four people who had exercised their franchise as per election rules of the country.
