Government of Nagaland has constituted the State Level Monitoring Committee (SLMC) and the District Level Monitoring Committee (DLMC) to facilitate the implementation of financing facility under the Agriculture Infrastructure Fund. According to DIPR report, the SLMC comprise of chief secretary as chairman, member secretary state nodal officer, secretary Agriculture along with members Agriculture production commissioner, commissioners & secretaries of Cooperation, Horticulture, Rural Development, registrar Cooperative Societies, regional director NCDC, Guwahati, general manager, NABARD, regional office, Dimapur; and convenor state level bankers committee.
The SLMC will implement the NIMC guidelines at the state level and provide feedback to NIMC; guide and steer the implementation of the scheme in the state; examine and approve the selected list of beneficiaries/projects for inclusion in the scheme in consultation with District Level Monitoring Committee; set the target as per OOMF format and review the progress regularly.
DLMC comprise of DC as chairman, chief executive officer of district panchayat/CDO/municipal/town committee as vice chairman with members district agriculture officer, district horticulture officer, assistant registrar of Cooperative Societies, lead district manager of district level bankers committee and district manager NABARD. DLMC function will be the first line of implementation and monitoring system within the overall framework and identify the beneficiaries to ensure viability of the project and prepare viable project reports to support the beneficiaries in collaboration with PMU.
