What the election manifesto of the Congress. which was released by its chief Mallikarjun Kharge along with Sonia, Rahul and others reveal, is that the party seeks to pivot its focus on pressing local concerns. This signals a strategic shift, in the hope that the pledges will resonate with voters in Nagaland and Manipur. The political landscape in Nagaland and Manipur offer a complex and multifaceted problem, with historical legacies and ongoing challenges shaping the priorities of political parties. In particular, as the Congress party revisits the political landscape in Nagaland, there’s a recognition of the need to address historical grievances and prioritize the Naga political issue since much water has flown down the rivers in Nagaland. This shift underscores the evolving priorities and dynamics within the state’s political sphere. By aligning with the pressing concerns of the Naga people and pledging to tackle issues such as the Naga-Poling and Manipur dilemmas, the Congress party seeks to reconnect with voters and demonstrate its commitment to addressing longstanding grievances. It’s worth remembering the historical context of the Congress party’s governance in Nagaland, particularly during the tenure of former Chief Minister S.C.Jamir. During this period, the party faced accusations of being perceived as “anti-Naga” due to its prioritization of governance issues as a constitutional duty while maintaining equi-distance from Naga groups and urging them to take up their demands with the government of India through negotiations. This dynamic shifted with the coming to power of the Naga People’s Front (NPF) which projected itself as pro-Naga and being close with the Naga groups and promising to solve the issue within three months of coming to power during the 2003 election campaign. While the Bharatiya Janata Party (BJP)in alliance with the NPF made similar promises in 2003, the subsequent and inordinate delay in solution despite the major developments in signing of Framework Agreement with NSCN (I-M) on August 3,2015 and Agreed Position with the NNPGs on September 17,2017 reveals a huge failure on this front. Over the years, the BJP has made it appear as if all that was needed is for Modi to ink the agreement but since 2015 and 2017 its much hyped ability to walk the talk is a damp squib. After NPF/NDPP and BJP failed to deliver on promise despite singing of two agreements, the Congress has been provided with an opportunity to position itself as a viable alternative capable of addressing longstanding grievances However, there is also the fact that Congress during the UPA government from 2004 to 2014 failed to do anything more than trying to sound serious in bringing solution. As the Congress party endeavours to regain relevance and credibility in the region, its ability to navigate these complexities and offer meaningful solutions to the aspirations of the voters in these two states will be pivotal in shaping its political fortunes. However, the challenge lies in whether any political party, including the Congress, can ultimately deliver on its promises to resolve the Naga political issue. The complexity of the situation, entrenched interests, and historical legacies pose formidable obstacles to achieving a lasting resolution. Nonetheless, the commitment of political parties to engage with the issue and work towards a solution remains essential for progress in the region.
