{"id":102942,"date":"2013-06-13T01:14:00","date_gmt":"2013-06-13T01:14:00","guid":{"rendered":"http:\/\/151.106.38.4\/2013\/06\/13\/rio-led-dan-institutionalized-commission-system-npcc\/"},"modified":"2013-06-13T01:14:00","modified_gmt":"2013-06-13T01:14:00","slug":"rio-led-dan-institutionalized-commission-system-npcc","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2013\/06\/13\/rio-led-dan-institutionalized-commission-system-npcc\/","title":{"rendered":"Rio-led DAN institutionalized commission system: NPCC"},"content":{"rendered":"<p><img src=\/old_site\/>Nagaland Pradesh Congress Committee (NPCC) Wednesday scoffed the recent statement made by chief minister Neiphiu Rio for quality control in construction works and for creation of durable assets, as \u201claudable only if he himself sets an example to follow by removing the bottleneck in the form of rampant commission system which has greatly compromised the quality of materials and workmanship in the state over the years.\u201d <\/p>\n<p>Media cell, NPCC, in a counter over the statement made by the CM alleged that the past decade of the NPF-led DAN government under him has institutionalized the system of \u201cCommission\u201d for which contractors and suppliers have to bear the brunt of deduction starting from the chief minister, the ministers concerned, party fund etc. <\/p>\n<p>This has in turn emboldened majority of the bureaucrats and technocrats at all levels to claim their due share in addition to various departmental charges, it pointed out. <\/p>\n<p>\u201cThis institutionalized action slices a major portion of the payment meant for the contractors and suppliers leading to compromise on supply materials and workmanship quality. <\/p>\n<p>After all, the contractors and suppliers are not philanthropists or rendering social services, but they also have mouths to feed and sustain themselves,\u201d the NPCC maintained. <\/p>\n<p>Other major concern related to quality works in the state, the NPCC alleged is the \u201ccolossal cost escalation of contract works where there have been many instances of revised cost escalating to over 100-700% of the original cost, thereby bringing the question of how and why these abnormal escalations have become a routine affair.\u201d <\/p>\n<p>Citing instances, NPCC said the construction of cricket stadium at Sovima by M\/s Chabou &amp;
