{"id":10423,"date":"2011-06-09T00:56:19","date_gmt":"2011-06-09T00:56:19","guid":{"rendered":"http:\/\/151.106.38.4\/2011\/06\/09\/npcc-questions-imchen-says-npf-anti-nagaland\/"},"modified":"2011-06-09T00:56:19","modified_gmt":"2011-06-09T00:56:19","slug":"npcc-questions-imchen-says-npf-anti-nagaland","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2011\/06\/09\/npcc-questions-imchen-says-npf-anti-nagaland\/","title":{"rendered":"NPCC questions Imchen says NPF \u2018anti-Nagaland\u2019"},"content":{"rendered":"<p><img src=\/old_site\/>NPCC media cell asked Imkong to clarify whether he is a cabinet minister of a state birthed under the terms of the 16 Point Agreement or outside it since he purportedly expressed dissatisfaction over the agreement which tantamount to open rejection of Nagaland statehood. &nbsp;In the process of expressing dissatisfaction over the 16 Point Agreement, NPCC alleged that Imkong Imchen &nbsp;violated his oath of secrecy to the constitution of India and therefore lost the moral right to continue not only as cabinet minister but also as member of the state assembly. Further, NPCC said if the chief minister failed to remove Imkong Imchen, it demanded that the state Governor take cognizance of \u201chis outspoken anti-constitutional ideology and advise the chief minister for his removal.\u201d In a statement, NPCC pointed out that though the Congress and NPF had nothing in common as far as political ideologies and principles were involved, the Joint Legislature Forum(JLF)was formed to remove the differences to address &nbsp;the Naga political issue. NPCC said despite forming the JLF, the NPF was trying to impose its perspective on the Congress otherwise, there was no reason why both the chief minister and home minister should talk about the different perspective and agenda of the two on the Naga political issue. &nbsp;NPCC reminded Imchen that all 60 legislators of Nagaland had pledged under oath to bear true faith and allegiance to the constitution of India and by which all Nagas even including those underground group(s) which involved themselves in the state elections, \u201covertly or covertly have become part and parcel of the Nagaland state under the constitution of India.\u201d &nbsp;It said Imchen\u2019s question to the Congress &#8211; whether it was satisfied with the 16 Point Agreement and if the agreement was a final solution-NPCC described the question as a \u201cdeath trap question, not for the NPCC but for the Nagas in general.\u201d &nbsp;NPCC said the issue was left to the wisdom of the Nagas on whether to pursue \u201cour aspiration intelligently\u201d allow Imchen to \u201cmess up and destroy what we hold dear to us.\u201d NPCC reiterated that the 16 Point agreement was not an end in itself but a means to all future hopes as enunciated by clauses 13 and 14 in the 16 Point Agreement. (a) NPCC reminded that the Nagaland legislative assembly had unanimously passed five successive resolutions under chief ministers- late P.Shilu Ao, late Dr Hokishe Sema, late Vamuzo, Dr. S.C. Jamir and Neiphiu Rio to implement the above clauses. (b) It also said the Naga problem was accorded recognition as a political problem by then prime minister late P.V. Narasimha Rao and &nbsp;(c) The ceasefire agreement between the government of India with Naga political groups and the ongoing dialogue. NPCC said it was no longer relevant to draw a parallel between the 16 Point Agreement with the booklet \u2018Bedrock of Naga Society\u2019 by reiterating that the issue was declared as a &nbsp;closed chapter at a public function in presence of all Nagas in Kohima on August 31,2005. It reminded that on that day, the NPF had not raised no objection and accepted the public declaration by the Congress. NPCC blamed the NPF for \u201cmaking Nagaland and Nagas enemy of all neighboring states\u201d with neighbourly relationships touching an all time low. NPCC said NPF\u2019s policy of integration &nbsp; has become \u201ctoo provocative to our neighbours\u201d as it has done more harm than good to Nagas living in neighboring states. NPCC said &nbsp;NPF done nothing &nbsp;to win back confidence of our neighbours except to foment more trouble \u201cso much so that NPF is now branded as the trouble maker in the whole north east.\u201d NPCC accused NPF of being \u201canti-Nagaland\u201d pointing to the action of Imkong L.Imchen, who as then education minister, granted NBSE affiliation to all private schools in the four hill districts of Manipur in 2006 \u201cmuch against the wishes and interests of Nagas of Nagaland\u201d. It slammed NPF-led DAN for exploiting backward tribes in employment,contract and supplies and other development activities, to a point where it \u201cfinally forces the ENPO to demand for a separate state\u201d and alleged that the chief minister was responsible \u201cfor mishandling the issue in its nascent stage\u201d. &nbsp;NPCC asserted that the Congress party\u2019s consistent stand was to welcome any solution \u201cgreater and better than the present arrangement(statehood)\u201d and for unity of Nagas in pursuit of a final, honorable and lasting political solution \u201c acceptable to all Naga political groups and the Nagas in general.\u201d &nbsp;Responding to the question posed by the NPF on the achievements of the Congress on the Naga political issue, the NPCC listed out the following: (1)Naga People\u2019s Convention(NPC), the front runner of the Naga Nationalist Organisation(NNO) and later the Congress, brought statehood in 1960 through signing of the 16 Point Agreement with the government of India; (2)cease fire between the GoI with the FGN signed during the NNO government(front runner of the Congress) and the Congress-ruled central government in September 1964; (3)It was the appeal of the NPCC to &nbsp;then prime minister Indira Gandhi and later Rajiv Gandhi to hold talks without precondition with Naga political groups.On May 19,1990 two days before his assassination at Sriperimbudur(TN), late Rajiv committed to Nagas at his election rally in Dimapur, to hold talks without precondition if Congress was voted to power.NPCC said after late Rajiv\u2019s death the Congress came to power at the Centre and &nbsp;then chief minister Dr.S.C.Jamir in 1991, &nbsp;persuaded then prime minister P.V.Narasimha Rao to offer talks without precondition. Accordingly on February 22,1996 then prime minister P.V.Narasimha Rao in Dimapur recognized the Naga problem as a political problem needing political solution thus opening a new dimension to the Naga political issue, it said. (4) cease fire was signed on July 25,1997 when Congress was in power in Nagaland under Dr S.C.Jamir and took effect on August 1,1997; (5)talks without precondition with NSCN(I-M) taken to ministerial level under UPA-I led by then union minister Oscar Fernandes; NPCC asked what has been the achievement of regional party under names such as Democratic Front (DP), United Democratic Front(UDF), Naga National Democratic Party(NNDP), Nagaland People\u2019s Council(NPC) and Naga People\u2019s Front(NPF)? It said the only contribution of regional party was signing of the Shillong Accord on November 11,1975 pointing to the election manifesto in 1977 of the UDF (the frontrunner of the NPF) which claimed Shillong Accord as its achievement.
