Zeliang highlighted the limitations of turning Kohima into a Smart City and also the onus on individuals and landowners in being able to part with their lands needed for development projects.&nbsp;<\/span><\/div>\n<div>In his speech at the State Level Consultative meeting on Kohima Smart City Mission organised by the Municipal Affairs Department (MAD) Monday, Zeliang listed demands for Kohima Smart City such as- efficient transportation system, quick and efficient system for disposal of solid and liquid waste, sufficient and regular supply of water and electricity, good health care, education facilities, effective policing and security arrangement.<\/div>\n<div>He said all these were tall order and difficult to be achieved in Kohima since it was an over and unplanned city and what was instead required was for \u201cretrofitting an old city\u201d instead of \u201cdeveloping a new planned township of city.\u201d He also felt that Nagaland should instead opt for a \u201cGreen City Project\u201d to be a planned city and the site could be located somewhere between Kohima and Dimapur, so as to draw support from the two cities.&nbsp;<\/div>\n<div>Pointing out some of the obstacles faced for development activities in the state, Zeliang cited the Kohima water supply, which was sanctioned by Asian Development Bank valid for two years. However, owing to land dispute between two villages- Khonoma and Poilwa-the project failed to take off. He informed, that recently, Poilwa village had decided to issue NoC to provide water supply to Kohima.<\/div>\n<div>&nbsp;To ease traffic congestion in Kohima, Zeliang informed that cable car ropeway was proposed for connecting Puliebadze, PHQ, old Secretariat, high school junction and new Secretariat.&nbsp;<\/div>\n<div>&nbsp;Earlier, delivering the keynote address, state chief secretary Pankaj Kumar IAS, stressed on \u201cconvergence\u201d by various departments through their various schemes.&nbsp;<\/div>\n<div>He also informed that the problem of pattern for funding had been resolved under which NITI Aayog sub-committee of which chief minister is a member, recommended a modification for the north east in the ratio of 90:10 (Centre:State). Kohima Municipal Council (KMC) administrator Kovi Meyase apprised the gathering on the initiatives undertaken by KMC during the past few months for the Smart City Project.&nbsp;<\/div>\n<div>He also highlighted challenges faced by the project as Kohima including increased pressure from population growth. Meyase also spoke on landholding system, haphazard construction without safety measures, unplanned and unregulated development and increasing traffic congestions as among the many challenges.<\/div>\n<div>&nbsp;At the brief note on solutions for Kohima Smart City, head of Infrastructure Planning and Design Voyants Solutions, Gurgaon, Atreyee Mitra Aggarwal , in her power point presentation, pointed out that at public consultations, the issue raised by a majority was transportation. She also shared visions of KSC as \u201cKohima- regional trade and logistic hub\u201d and \u201cKohima- a community led sustainable city as a hub of eco-cultural tourism\u201d She said Kohima could have advantage as it was located under the upcoming India-Myanmar-Thailand trilateral highway.&nbsp;<\/div>\n<div>Development commissioner and principal secretary, RB Thong spoke on the need for plantation of trees, proper drainage system, recreational parks and community water reservoir. Principal director health and family welfare, Dr. Nandira Changkija pointed out on the need to open kiosks for health and fire safety, eco-friendly utilization of water and capacity building of people.<\/div>\n<div>Parliamentary Secretary for Housing, Er. Levi Rengma suggested proper underground drainage system and check soil quality keeping into account the state lying in high seismic zone. Home Commissioner, Neihu C Thur said buildings needed to be constructed with structural integrity in par with building by laws.<\/div>\n<div>Parliamentary secretary SCERT and higher &amp; technical education, Deo Nukhu suggested making spaces for children parks across Kohima.<\/div>\n<div>Commissioner and Secretary IT&amp;C, KD Vizo suggested setting up wireless solution rather than optical fiber.<\/div>\n<div>Minister Road and bridges, Vikheho suggested new technology for road construction and construction of lane for cycles.&nbsp;<\/div>\n<div>Agriculture Production Commissioner, Imkonglemba Ao wanted development through involvement of community participation.&nbsp;<\/div>\n<div>Earlier, chairman of the meeting, secretary municipal affairs, Dr. Maongwati Aier announced that KSC stood second position in citizens\u2019 participation through facebook, twitter and mygov.in, among the North East states.&nbsp;<\/div>\n<div>Welcome address was delivered by Parliamentary Secretary Municipal affairs, R Tohanba while vote of thanks by Additional Director and HOD Municipal affairs, Dr. Toshimanen Ozukum.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Nagaland chief minister T.R.
