Tochu and information and publicity secretary Lakiu Kips, expressed dismay that the cadres were fired at point blank range and killed after they were apprehended.<br \/>\nWYH said the AR\u2019s claim that the incident was \u201caccidental encounter\u201d was avoidable as the four were apprehended before they were killed. It said the incident was a clear violation of Cease Fire Ground Rules and violated the December 18,2007 ENPO resolution.
