The state cabinet delegation led by the state chief minister Neiphiu Rio who were camping at the capital Delhi are reportedly returning back home after unsuccessful attempt to get appointment with the Prime Minister of India.
\nAccording to official source, the state cabinet delegation led by chief minister Neiphiu Rio are on their return journey today after meeting the Union Home Minister P.Chidambaram but failed to get an appointment with the Prime Minister Manmohan Singh.<\/p>\n
When contacted, Chief Secretary Lalthara today morning admitted that he is among some of the state cabinet ministers who were on their return journey back home and were in Kolkota airport and said that the state cabinet delegation couldn\u2019t meet the Prime Minister of India.
\nHe however claimed that the union Home Minister during the meeting with the state cabinet led by chief minister Neiphiu Rio a day before yesterday was very positive and in principal, the GoI had agreed to the recommendation of the state cabinet for a separate autonomous council for the four backward district. \u201cHe has positively responded but we\u2019ve to work out the modalities\u2019, Lalthara said.<\/p>\n
He also revealed that though the ENPO had put up the demand for a separate Frontier Nagaland State, yet they are part of the negotiation between the state government, GoI and the ENPO for which certain modalities has to be worked out.
\nSimilarly, Home Minister Imkong L Imchen who is also part of the state cabinet delegation when contacted admitted that the Union Home Minister P Chidambaram was very positive to the state cabinet recommendation but that it will take some times to work the mechanisms. \u201cThere are so many things to be work out and the Government of India, Government of Nagaland and ENPO will collectively work out the same, he added.<\/p>\n
It may be mentioned that entire state cabinet led by the state chief minister Neiphiu Rio had being camping at Delhi to pursue the state cabinet recommendation for Autonomous Council for the four backward district of Nagaland including Mon, Tuensang, Kiphire and Longleng. The state cabinet took the decision in view of the report and recommendation of the committee constituted to look into the demand for separate statehood made by the ENPO.
\nThe cabinet had decided to forward its proposal for creation of the autonomous council of ENPO areas to the government of India \u201cfor consideration.\u201d
\nIt was also pointed out that the recommendation of the cabinet had a \u201ccertain historical background\u201d that was reflected in the provisions of Article 371-A (2) of the constitution of India and also in lieu of the four districts being comparatively less developed.<\/p>\n
The cabinet, had earlier on November 25,2010 deliberated on the prime minister\u2019s note seeking the state government\u2019s views on the memorandum submitted by the ENPO to the prime minister, for a separate state, comprising of the four districts of Tuensang, Mon, Longleng and Kiphire. <\/p>\n
