Nagaland additional chief secretary & development commissioner Alemtemshi Jamir said the data documented in state\u2019s district human development report (DHDR) which was released August 15 last, was indispensable for the planning process of the state.
\nThe first Nagaland State Human Development Report (NSHDR) was brought out in 2004, and subsequently the state government signed a tripartite agreement with government of India and the United Nations Development Programme (UNDP) to undertake project to strengthen state plans for human development, which the DHDR is a segment.<\/p>\n

Addressing a press conference here at Hotel Japf\u00fc Kohima Monday evening, Jamir, who was the principal coordinator of the undertaking, stated that government policy issues were based on human development report, stressing hence dissemination of the document for creating awareness was imperative.
\nHe asserted that the government was giving due importance and special attention to less developed areas in the state based on the NSHDR 2004, citing examples of commercialization of agriculture, efforts to improve education, urbanization and youth development etc. He added that besides these, \u201cmany more things\u201d were on the anvil.<\/p>\n

Jamir said the DHDR had been prepared in a participatory manner based on three aspects of human development- empowerment through education, health and livelihood, with an additional feature on gender empowerment.
\nHe informed that three districts viz Mon, Phek and Kohima were selected for the DHDR based on human development rankings- Mon, among backward districts, Phek as average and Kohima as advanced district in the state.<\/p>\n

The reports consists of 10 books- DHDR on Mon, Phek and Kohima; six thematic reports on Rural-Urban Migration, Communitisation of Education, Livelihood and Employment (opportunities in Nagaland), Role of Women in natural resource management, Traditional Agriculture, and Communitisation & Health; and an exclusive manual on Gender Budgeting.
\nJamir asserted that the Gender Budgeting could well be the first of its kind in India, terming it a \u201cmilestone in the history of the state\u201d.<\/p>\n

Meanwhile, additional chief secretary & commissioner Nagaland Banuo Z. Jamir, who led the task force team for gender budgeting report, gave a brief outline of the exclusive manual stating it was an attempt at ensuring gender equality (between both men and women) while implementing programmes at local level.
\nThe DHDR data collected for thematic and district reports highlights the disparity in human development attainments. While it was documented that Mon district projected a \u201cstandstill\u201d in development area, Prof. Manoj Pant of Jawaharlal Nehru University, principal contributor to the DHDR project told media persons that redundancy was mainly due to lack of connectivity- both social and of roads.<\/p>\n

Highlighting that the participatory approach in compiling the DHDR was a unique attribute of the state, Prof. Pant also lauded the approach on the accounts of gender empowerment, integrating traditional farming practices into modern practices, creation of alternative source of employment etc. He stated that UNDP was highlighting issues through those reports, creating awareness to the masses.
\nOn community health services, commissioner & secretary health & family welfare, Menukhol John affirmed that there was improvement in the state in this sector. He also informed that despite other drawbacks, Mon district has the \u2018best district hospital\u2019 in the state.<\/p>\n

Meanwhile, rural development director, Metsubo Jamir, who was also present at the press conference, stated that the government was infrastructurally doing \u201cwhat is needed to be done\u201d, stressing that social changes were the need of the hour in rural areas. Pointing that parameters of development of each place were varied, he said a backward district such as Mon could be developing, however private entrepreneurship and people\u2019s participation are seen higher in districts like Kohima, Dimapur or Mokokchung, making them more industrial and urbanized.<\/p>\n

Officials from various departments and NGOs who contributed in accumulating data and furnishing the state\u2019s DHDR were also present at the press meet, including soil & water conservation joint director Vengota Nakro, directorate of horticulture deputy director Chozule Kikhi OSD & nodal officer SSPHD planning & coordination Kevileno Angami among others. They also summarized their endeavors in collecting facts to put the report together.
\nThe DHDR was released by Nagaland chief minister Neiphiu Rio on the occasion of the Independence Day here Monday. <\/p>\n
