Instead, they regretted that the assurance “vanished into thin air”.

They said the department officers, directorate staff and administrative department instead adopted a delaying tactic while NSNA was kept in the dark despite the minister’s assurances.

The association said it has more than 500 members was not demanding amendment to the existing 1998 service rules as it provided equal promotion opportunity to all staff nurses. NSNA said it was only asking the department why promotion was given only to BSc nursing/diploma holders “ in gross violation of existing 1998 service rules?.

The following are the demands of NSNA made to the government :

Demand No. 1: To introduce 2 (two) distinct channels in the functions of the Staff Nurses as follows:

a) To allow the B.Sc. Nursing Staff Nurses/Diploma Holders to the line of teaching/tutoring or functions as specified in Sl.No. 5 to 9 of Schedule II (see Rule a & b) of Nagaland Nursing Service Rules, 1988.

b) To allow the General Nursing Staff Nurses to the clinical line.

Demand No. 2: The past many years irregularities in manner of promotion of only B.Sc. Nursing Staff Nurses/Diploma Holders have made it known and clear that there is no promotion scope for the General Nursing Staff Nurses. Therefore, gradation on the analogy of the Typists, Stenographers etc. under the State of Nagaland should be granted to the General Nursing Staff Nurses in the following pattern:

1) Staff Nurse Grade-III (Non-Gazetted).

2) Staff Nurse Grade-II (Non-Gazetted) with pay band equivalent to the pay band of the post immediately higher than the post of Staff Nurse Grade-III after completing 5 (five) years as Staff Nurse Grade-III.

3) Staff Nurse Grade-I (Non-Gazetted) with pay band equivalent to the pay band of the post immediately higher than the post of Staff Nurse Grade-II after completing 5 (five ) years as Staff Nurse Grade-II.

4) Staff Nurse Senior Grade (Gazetted) with pay band equivalent to the pay band of the post immediately higher than the post of Staff Nurse Grade-I after completing 5 (five ) years as Staff Nurse Grade-I.

5) Staff Nurse Special Grade (Gazetted) with pay band equivalent to the pay band of the post immediately higher than the post of Staff Nurse Senior Grade after completing 5 (five ) years as Staff Nurse Senior Grade.

Nagaland Staff Nurse Association Nagaland (NSNA) has decided to launch its first-phase of agitation from June 26, 2015 and resolved to continue in a phased manner, till all its demands with regard to service rules and promotions were implemented by the state government.
