NPCC Wednesday lashed out at the DAN government over deplorable road conditions in the state- both national and state highways- particularly in district headquarters.
\n Stating that the state\u2019s deplorable road conditions reflected the apathy of DAN government on the issue, NPCC media cell claimed that there was not even a stretch of one kilometer, where roads were free from potholes and water-logging, especially in Kohima and Dimapur. <\/p>\n
NPCC said it was easy to blame it on monsoon but said if the quality of workmanship was up to standard and proper drains were maintained, the affect due to heavy monsoon could have been minimized to a great extent.
\nNPCC said roads have become un pliable for small cars with low clearance but DAN ministers and parliamentary secretaries were indifferent to the plight of common man, since they used \u201csophisticated shock-proof\u201d cars with high road clearance.<\/p>\n
NPCC also reminded that on July 13 when minister for PWD (R&B) G. Kaito, was inaugurating the new state PWD office complex at Kohima, he claimed that NPWD had no contingency fund to repair road damaged during rainy season.It said this was also echoed by commissioner & secretary NPWD Temjen Toy. NPCC however maintained that facts and figures in the Works Program 2011-12 for PWD (R&B) Nagaland told a different story and provided as proof, fund provisions made for Annual Plan 2011-12 for NPWD (R&B).
\nOn roads in Dimapur, NPCC said since it is a cosmopolitan town, its road conditions deserved public attention and therefore, reproduced state\u2019s plan allocation under PWD (R&B) for Dimapur division. NPCC said this was to enable public of Dimapur to know the true picture.NPCC revealed that Rs.435 lakhs(Rs.4,35 crore) was earmarked for Dimapur division under scheme of Non-Plan Revenue Expenditure from Thirteenth Financial Commission (TFC) for maintenance of existing roads in and around Dimapur town.<\/p>\n
NPCC maintained that had funds been judiciously utilized, then roads would not be in such a pathetic condition. Stating it was high time that the public showed responsibility and take the role of \u201cdevelopment watch-dogs\u201d in their own colonies\/areas, NPCC stressed that public needed to be vigilant on duplication of projects so as to prevent siphoning of public funds.
\nFurther, NPCC alleged that there had been instances where for a single project, funds from different schemes were allocated but while the project was carried out with one scheme fund, the other scheme fund being \u201centirely looted\u201d. <\/p>\n
It further urged the public to keep particular vigilance on MGREGS and PMGSY schemes where duplications were most vulnerable.<\/p>\n
