Zeliang ministry which was earlier speculated to be effected after the budget session that ended on March 19 last and prolonged has only added to dismay.<\/span><\/div>\n<div>&nbsp;The \u201cinternal matter\u201d within NPF legislature had plunged the state into a crisis for a month, with no response from the Governor till the prime minister and union home minister Rajnath Singh directed the state Governor to summon a special session of the house for a vote of confidence on the government headed by chief minister T.R. Zeliang.&nbsp;<\/div>\n<div>On February 5, all 59 legislators (except the speaker) that included 21 NPF (Noke-Kaito) voted for the confidence motion for the government headed by chief minister T.R.Zeliang Deo Nukhu, who was with Noke-Kaito fled to Kohima during a morning walk and reduced the number to 21 and joined the T.R. Zeliang camp. The trust vote was preceded by hectic lobbying for weeks between the NPF rivals &#8211; T.R. Zeliang\/Sh\u00fcrhozelie and Noke-Kaito camps. Both factions wooed the eight Congress legislators for support.<\/div>\n<div>Had the Congress agreed to take the offers from the Noke-Kaito camp, then the equations would have been totally different as that would have enabled the latter group to achieve the required majority mark of 31 or more.&nbsp;<\/div>\n<div>After the February 5 vote, Dr. Benjongliba Aier and later, Shetoyi also left the Noke-Kaito camp and reduced it further to 19 to join the T.R. Zeliang camp. Now both NPF rivals have 19 legislators each.<\/div>\n<div>After the resignations of four cabinet ministers who were among the 22 dissidents, the ministry has four vacant cabinet posts. It was also learnt, that while NPF in the T.R. Zeliang group want two cabinet posts, it is also expected that the lone BJP parliamentary secretary could be elevated to cabinet rank. That would leave only one cabinet post for the Congress. Sources within the Congress maintain that chief minister T.R. Zeliang would keep his part of the deal.&nbsp;<\/div>\n<div>The reshuffle and induction in the T.R. Zeliang-led DAN government had been put off on account of the \u2018cockfight\u2019 between Dr. Sh\u00fcrhozelie and Noke-Kaito in the Election Commission of India (ECI) that began since January 12. The issue was expected to have been decided by March 13 but then it extended to March 27.&nbsp;<\/div>\n<div>A senior NPF functionary, who spoke on condition of anonymity, told Nagaland Post, that the ECI verdict was \u201cas expected\u201d and which only meant that NPF under Dr. Sh\u00fcrhozelie continued to be in the saddle. However, the Noke-Kaito group saw the March 27 ECI directive to sort the matter within the party fold, as an indication that the group can pursue the objective of getting the nod from the ECI.&nbsp;<\/div>\n<div>The Noke-Kaito group maintained that the March 27 directive of the ECI had reiterated its February 4 order restraining both sides against issuing any order or taking any action till the dispute was settled and that the ECI would not recognise any such action(s) taken by either group during pendency of the dispute.<\/div>\n<div>&nbsp;It was also learnt, that after returning from Delhi, chief minister T.R. Zeliang was likely to decide on reshuffle of his ministry and filling up of four vacant cabinet slots by the first week of April.&nbsp;<\/div>\n<div>Besides difficulties in who to induct for the four vacant cabinet posts, chief minister T.R. Zeliang would also have to re-allocate various portfolios that were held by former parliamentary secretaries presently in the Noke-Kaito camp.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Delay in the reshuffle of the T.R.
