{"id":138257,"date":"2012-08-03T00:53:11","date_gmt":"2012-08-03T00:53:11","guid":{"rendered":"http:\/\/151.106.38.4\/2012\/08\/03\/north-east-dialogue-forum-appeals-goi-to-implement-un-recommendations-on-afspa\/"},"modified":"2025-04-02T11:56:35","modified_gmt":"2025-04-02T06:26:35","slug":"north-east-dialogue-forum-appeals-goi-to-implement-un-recommendations-on-afspa","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2012\/08\/03\/north-east-dialogue-forum-appeals-goi-to-implement-un-recommendations-on-afspa\/","title":{"rendered":"North East Dialogue Forum appeals GoI to implement UN recommendations on AFSPA"},"content":{"rendered":"<p><img src=\/old_site\/>North East Dialogue Forum (NEDF) has renewed the demand for repeal of the Armed Forces (Special Powers) Act 1958 while calling upon the government of India to respect and implement the recommendations made by civil rights groups both within and outside the country to bring peace and tranquility in the conflict-torn regions.<\/p>\n<p>Interacting with media persons at centre for Community Transformation (CCT), Bank Colony Dimapur, U. Nobokishore, convener NEDF said the Act left citizens unprotected against violation of human rights while the government of India has not been able to justify why it invoked the Act. He urged civil societies present at the consultation meet to take up the issue seriously.&nbsp; <\/p>\n<p>Referring to a statement appended by Nobokishore, convenor of NEDF Nagaland,&nbsp;&nbsp; W.C Humtsoe mentioned the Jeevan Reddy committee set up by ministry of home affairs, in the aftermath a case related to rape and murder of a northeastern girl in June 2005, in its report, described the AFSPA as a symbol of oppression, an object of hate and an instrument of discrimination and high-handedness. <\/p>\n<p>The committee further recommended that the Act be replaced by a \u2018more human act\u2019.&nbsp; UN Committee on Elimination of Racial Discrimination (UNCERD) observed AFSPA as providing impunity for serious human rights violation against predominant indigenous population of Manipur and other northeastern states. <\/p>\n<p>Basing its argument on the report of Jeevan Reddy Committee 2005, reiterated the demand to repeal the act.&nbsp; The statement also referred the visit of Margaret Sekaggya, special Rapporteur on Human Rights Defender and Christof Heyns, special rapporteur on extrajudicial summary or arbitrary execution. <\/p>\n<p>During their visit to India, the team recommended to repeal AFSPA, while the recently concluded 2nd cycle of universal Periodic review of UN also stated that many state parties of the UN recommended India to review the law on AFSPA. <\/p>\n<p>The team also urged India to align with its obligations under the International Convention on Civil and Political rights. The same recommendations were made in its first cycle held in 2008. <\/p>\n<p>NDEF said that the government of India however failed to implement the recommendations. It also claimed that law and order situation in the states of Northeast were yet to be improved and AFSPA unfortunately remain imposed in the region.&nbsp; <\/p>\n<p>NEDF in collaboration with Bethesda Youth Welfare Centre had conducted the consultation on UN recommendation on Human Rights\/AFSPA at Dimapur Nagaland. NDEF had earlier conducted the same programme at Manipur, Agartala and is scheduled to conduct it at Shillong, Guwahati and other NE states. <\/p>\n<p>After conclusion of the tour, NEDF plans to hold a national level consultation during August 20 or 21.
