Acharya sent out a strong message saying people are awaken which is why corruption and muscle power need to end.<\/span><\/div>\n<div>He was speaking as the chief guest at the 6th National Voters\u2019 Day (NVD) with the theme \u201cinclusive and qualitative participation\u201d organized by Election Commission of India (ECI) at Durbar hall Raj Bhavan, Monday. Underlining that electoral process and adult franchise are the foundation stone of any democracy, Acharya pointed out that conduct of free and fair elections depends upon the performance of electoral machinery, candidates and the electorate.<\/div>\n<div>He urged candidate and political parties to act in a mature, self-disciplined and responsible manner and the electorates to exercise their franchise. Contrary to the provisions of law, Acharya opined that the election system in Nagaland has \u201cgone deep into many evil practices\u201d which could only be eliminated if all segment of society work together and spread awareness about informed, un-intimidated and inducement free voting. He also encouraged imparting civic education in school and universities such as organizing political debates between young politicians and young voters.<\/div>\n<div>While extending greetings on the foundation day of ECI, Acharya congratulated Election Commission team for cleansing and purification of electoral rolls of the state, from 2011 till date. He also congratulated the awardees and young voters who had been enrolled for the first time to the \u201celectoral family\u201d. Earlier the chief guest with other dignitaries initiated the lighting of lamp and presented Elector\u2019s Photo Identity Cards (EPICs), NVD badges and awards.<\/div>\n<div>Delivering welcome, perspective and background, Chief Election Officer (CEO) Nagaland, Sanjay Kumar, IAS apprised that ECI celebrates January 25 as its foundation day and NVD every year since 2011, with theme based NVD since 2013.<\/div>\n<div>&nbsp;Lamenting that electoral roll in the state had been stuffed with bogus, duplicate or multiple entries, Kumar said that there are still large numbers of bogus entries in the e-rolls, which need to be cleaned. He said that cleansing of the roll is a continuous process and would continue till it becomes completely authenticated and error free.<\/div>\n<div>On the activities of the commission, Kumar informed that the department has been having series of meetings with all stakeholders including AHODs and HODs, NGOs, PSUs for dissemination of electoral literacy and even the youths for greater electoral participation. He further informed that efforts are also on for inclusion of electoral education in the study courses for colleges and universities.<\/div>\n<div>Sharing her experience as an Electoral Registration Officer, Lithrongla Tongpi said in the past one year, it was observed that during the revision 2015 with January 1, 2015 as the qualifying date, there was an increase of 1.94% in the enrolment and revision while in 2016 there was an increase of 0.62%.<\/div>\n<div>She said that comparing to revision 2015 the increase was lower in revision 2016, due to the massive enrolment taken during the National Electoral Rolls Purification and Authentication Programme (NERPAP) campaign from March to August 2015.<\/div>\n<div>Based on Block Level Officers physical verification report last year, Tongpi informed that 914 duplicate or bogus electors were deleted, issued show cause notice to 387 possible duplicate electors and physical appearance and hearing was conducted for 7 days, out of which 323 duplicate electors were deleted in most of the cases.<\/div>\n<div>She said that however, the electors opted to retain their names in their native places and delete \u201chere\u201d.&nbsp;<\/div>\n<div>During Revision 2016 with January 1, 2016 as the qualifying date, EC had again issued Show cause Notice to 156 duplicate electors and deleted 143, she said.<\/div>\n<div>Tongpi pointed out that generating list of possible duplicate electors was helpful through \u201cthe software\u201d. She said that however, a problem faced by EC was related to the Service Electors, that required information from the record office, which does not reach on time due to limited time period allotted for filling applications.&nbsp;<\/div>\n<div>Speaking on the occasion, Editor Nagaland Post, Geoffrey Yaden highlighted various issues confronting the state\u2019s \u201celectoral politics\u201d such as -underage voters, irregularity in electoral enrolment, \u201celection adoption\u201d of non-Naga for votes; the practices of \u201cnote for vote; \u201cbullet and ballot\u201d and diktats issued by various organizations. He also shared experiences about voter impersonation and when polling officials allowed anyone who entered the booth to cast votes without verification.&nbsp;<\/div>\n<div>To ensure that newly enfranchised young voters participated under a healthy environment, Yaden suggested that the Election department tackle unethical and unconstitutional practices to enable the young voters to participate in a democratic process. He also urged the department to provide timely and accurate voting percentage, publish booklet on rights and responsibilities of voters printed in various Naga dialects and to invite feedbacks and to be responsive to any kind of complaint; and to deploy responsible and efficient officials for election duty. He also appealed to tribal Hohos, churches and NGOs to \u201ccome up strongly\u201d to nurture a healthy and vibrant democratic society.&nbsp;<\/div>\n<div>Naga Hoho secretary administration, Chitho Nyusou pointed out that perhaps Nagaland is the only state which displayed a negative growth year by year, a staggering 1,98,522 voters being deleted within a span of five years 2011-2016.<\/div>\n<div>He questioned on who has gained out of these ghost voters and also when divided to average number of voters in any constituency, the state have had \u201c20 bogus constituencies\u201d.<\/div>\n<div>In order to maintain clean e-roll, Nyusou suggested supervising the nomination of the candidates and monitoring the election campaigns and funding of candidates.&nbsp;<\/div>\n<div>ENPO vice president, Kekongchim Yimchunger said that people in the state during election fail to exercise the right to vote in the right perspective.<\/div>\n<div>On behalf of The Naga Blog (TNB), Nokchem Angth apprised that TNB had joined SVEEP (Systematic Voters\u2019 Education and Electoral Participation) campaign a year and half ago, series of awareness drives online and offline, approached churches requesting to mark a Sunday as \u201cclean election Sunday\u201d and launched an \u201celectoral awareness\u201d drive in collaboration with election department at St. Joseph college Jakhama.<\/div>\n<div>Nagaland Baptist Church Council (NBCC) general secretary, Rev. Dr. Kethozelhou Keyho informed that the church has started incorporating the clean election principles in Sunday school curriculum.<\/div>\n<div>A recorded message by Chief Election Commissioner, Nasim Zaidi was also played to highlight the significance of the day. A short speech was delivered by Miss Nagaland 2014 and state icon SVEEP, Veineinem Singson.<\/div>\n<div>Administration of NVD pledge was administered by CEO Nagaland Sanjay Kumar.<\/div>\n<div>The gathering was enthralled through cultural presentation and song by miss Nagaland 2015 and state icon SVEEP, Nenghoilhing Hangsing.<\/div>\n<div>Vote of thanks was pronounced by Deputy Commissioner and District Election Officer Kohima, Rovilator Mor, IAS.<\/div>\n<div>District level awards were given under categories such as debate competition, best BLO, best electoral registration officer 2015, best electoral registration officer 2015, special award 2015 and commendation certificates.<\/div>\n<div>State and central government, top brass of military and para-military, representatives of all political parties and state level NGOs attended the programme.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Nagaland Governor, P.B.
