Lipok Jamir has appealed the state government to review/amendment of the Retirement from Public Service Act 2009 by removing the 35 years length of service and keeping the 60 years of age for superannuation for the interest of the government and the employees as well.
Lipok Jamir was addressing a press conference held at Kohima Press Club Conference Hall on Monday attended by NGSEF vice chairman Pausiu Zeliang; secretary Shingato Rengma and advisor R. Angami.
Lipok Jamir said the forum was formed voluntarily for the benefit of all Nagaland employees and also for the state as whole as it affected the state exchequer.
R. Angami pointed out that the Act has passed in 2009 and now there was a necessity to review the same depending on the situation. He also mentioned that the forum was established not to confront with the government but to appeal for a review.
Angami said the Act has adversely affected some directorates and it would continue to affect the future as there were junior/younger generation having less and majority without experience, work culture, values and wisdom to pass on to the future generation.
Pausiu Zeliang said the pattern of retirement should be all India level on superannuation and not length of service and Nagaland was the only state in India following the length of service.
He informed that the Court judges and UGC employees also retired at 65 years of age.
Pausiu Zeliang reminded that the 2009 Act was passed due to rampant age tempering.
The forum said it wanted to open the way for the young generation of the state to serve the state efficiently and sincerely till the age of 60 and with this Act some efficient officers forced to retire at the age of 56 and 57.
The forum office bearers informed that a representation was submitted to the state chief minister on August 6 seeking a review of the Act.
In the representation, NGSEF stated that perhaps the retirement Act 2009 was introduced with a view to do away with those employees who have tampered with their date of birth/joining of service since government could not check out all those cases individually.
The forum said that while implementing the Act, some deserving cases including some innocents/genuine ones who could remain in service for another 3 to 5 years were also affected.
The forum’s representation covered the reason/justification for review/amendment of the retirement act 2009; suggestions/request; age economy and its accountability; explanatory note for review/amendment of retirement Act, affecting government exchequer and others.

Nagaland Government Senior Employees’ Forum (NGSEF) chairman T.
