Reacting to the government\u2019s plan to start implementing the Direct Benefit Transfer (DBT) under MGNREGA beginning from current financial year 2017, the Nagaland State VDB Association (NSVDBA) on Thursday appealed to the responsible department to urge the centre to exempt Nagaland from implementing DBT system till such time all the job card holders get Aadhaar cards and open their respective bank accounts.<\/div>\n
Recently, the rural development secretary, Kelei Zeliang, informed that once DBT was implemented the wages of MGNREGA workers would be directly credited to individual accounts of the job card holders who have actually carried out works on the basis of Rs.177 per day as daily wage through National Electronic Fund Management System (NeFMS)\u2013Public Financial Management System (PFMS).<\/div>\n
In a press release, NSVDBA president, Tohoshe Awomi, and general secretary, Manthungo Kikon, opined that if DBT was suddenly implemented in the state, the very purpose of the noble programme (MGNREGA) benefitting the rural areas covering all the villages would be badly affected and the schemes objectives defeated.<\/div>\n
The association maintained that due to backwardness of the state and very poor facilities, many job card holders had not been able to obtain Aadhaar cards. Even those who have received Aadhaar cards also, NSVDBA said there were many errors requiring rectification, which would take some more time. <\/div>\n
It pointed out that presently only 46,894 job card holders out of 4.25 lakh active job card holders in the state have opened their bank accounts linked with Aadhaar. <\/div>\n
NSVDBA said the question of enforcing the implementation of DBT was therefore practically impossible at this juncture as rest of the job card holders comprising 80%, who were without bank accounts, would be deprived of their employments under MGNREGA.<\/div>\n
Further, the association pointed there were 32 unbanked blocks in Nagaland out of 74 RD blocks, adding that due to various practical problems it would take some more time for all job card holders to open their bank accounts by linking their job cards with Aadhaar. <\/div>\n
NSVDBA also stated that Nagaland should not be compared with other advanced and developed states as the state lagged behind other states in all respect. It stated that if DBT was enforced at this stage, the job card holders would be ultimately victimised.<\/div>\n
The association maintained that because of present system of implementing MGNERGA programme by VDBs, Nagaland was doing better than many other states in the country, adding that even the ministry was aware of it.<\/div>\n
Asserting that MGNREGA was only programme that covered all the villages in the state and provided benefits to rural poor, NSVDBA said it would not allow any organisation or individuals to interfere in the VDB matters and disturb the fund flow of MGNREGA programme.<\/div>\n
It said that implementing agencies in the state were under tremendous pressure from various NGOs, organisations and educated individuals living in the town, who allege corruption on implementation of the MGNREGA schemes without knowing the ground realities.<\/div>\n
NVSVDBA cautioned that in the event DBT was forcefully implemented, the authorities concerned and those NGOs, organisations and individuals be blamed for the loss, which it said was very imminent if DBT was implemented at this juncture.<\/div>\n
Meanwhile, the association has requested the NGOs, organisations and individuals not to interfere in the matter of VDBs as their interference would cause more harm than good to the rural people. It also urged that VDBs be allowed to take care of themselves for the benefits of the rural people in general.<\/div>\n
