Gen. (Retd) N.K. Singh’s claim that cease-fire between the government of India and the group was operational only within the state of Nagaland.
NSCN (I-M) CFMC convenor of NSCN (I-M) Kraibo Chawang on Saturday maintained that NSCN (I-M) stood by the agreement signed between the two entities on June 14, 2001 that the coverage area of the cease-fire would be “without territorial limit.”
Talking exclusively to Nagaland Post over phone, Kraibo Chawang said N.K. Singh’s claim was not acceptable to NSCN (I-M).
He said: “The cease fire agreement is between government of India and NSCN as two entities without territorial limit. Since it is a bilateral agreement, one party has no right to unilaterally change the content in the agreement.”
He said CFMG chairman’s claim that his jurisdiction was only within the state of Nagaland could be true as he has been appointed by government of India for Nagaland only.
However, he pointed out that this did not mean that there was no cease-fire in other Naga areas.
Kraibo Chawang said NSCN (I-M) had four designated camps in Manipur – Chandel, Senapati, Ukhrul and Tamenglong.
To buttress his argument, Kraibo Chawang said that during the CFMG meeting, he had informed CFMG chairman that he along with the then NSCN (I-M) kilo kilonser and 13 other cadres were arrested by Manipur commandos with arms and ammunition in 2004.
However in the spirit of cease-fire, the then Union Home Minister L.K. Advani intervened and they were released along with the arms and ammunition without any condition, said Kraibo Chawang.
He pointed out that the CFMG chairman’s claim was just an argument quite distinct from NSCN (I-M)’s stand which was based on an agreement between the government of India and NSCN (I-M).
Pachaspura killing
On killing of Karbis on January 3 in Pachaspura, Kraibo Chawang said that during the meeting it was conveyed to the chairman that NSCN (I-M) was not sheltering the accused as claimed.
Asserting that NSCN (I-M) had nothing to do with Pachaspura killing, the CFMC convenor said that in case some NSCN (I-M) cadres were found to be involved then it would be purely at “individual level.”
During the cease-fire meeting, Kraibo Chawang had argued that the Pachaspura killing was not an “isolated case” but a “retaliatory action” taken by Rengma Nagas whose villages was burnt down with many getting killed.
He also questioned why Pachaspura killing has been taken very seriously by the government of India and not the plight of the displaced Rengma Nagas who had to take shelter elsewhere.
What has Assam police, government of India and India security forces done for the Rengma Nagas, asked Kraibo Chawang.
Displaced Rengmas in Hebron
He also disclosed that displaced Rengma women and children were taking shelter in a relief camp in Hebron and pointed out that the same could have been done by the Assam Rifles or government of Nagaland.
CFMC convenor also divulged that during the last cease-fire meeting, the issue of cancellation of identity cards was also discussed.
Kraibo Chawang pointed out that the identity card was issued by NSCN (I-M) with the approval by government of India.
He also argued that cancellation of identity cards by the CFMG chairman when the latter was authorized only to counter sign the identity cards was a procedural lapse.

NSCN (I-M) has rubbished Cease-Fire Monitoring Cell (CFMC) chairman Lt.
