{"id":157175,"date":"2012-11-04T00:44:58","date_gmt":"2012-11-04T00:44:58","guid":{"rendered":"http:\/\/151.106.38.4\/2012\/11\/04\/ncp-phek-unit-seeks-clarification-from-cm\/"},"modified":"2012-11-04T00:44:58","modified_gmt":"2012-11-04T00:44:58","slug":"ncp-phek-unit-seeks-clarification-from-cm","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2012\/11\/04\/ncp-phek-unit-seeks-clarification-from-cm\/","title":{"rendered":"NCP Phek unit seeks clarification from CM"},"content":{"rendered":"<p><img src=\/old_site\/>In an open letter addressed to state chief minister Neiphiu Rio, NCP, 19th A\/C Phek has sought clarification on the construction of road from Phek to Chozuba (44.36 Km) between 2007 and 2009.<\/p>\n<p>The letter signed by NCP, 19th A\/C Phek press secretary&nbsp; Zhohuve Venuh said as per the reply from the office of the chief engineer, PWD, (R&amp;B) to the application for information under RTI Act 2005 vide letter NO.CE(R&amp;B)\/RTI\/2008-09\/ Dated May 18, 2010, Kohima, the signatory on behalf of aggrieved public would like to seek more clarification from the chief minister regarding the alleged payment to minister of health and family welfare minister Kuzholuzo (Azo) Nienu for the Construction of road from Phek to Chozuba. <\/p>\n<p>The letter claimed that the work was to be completed during 2007-2009 but it was not completed. It claimed that the sanction amount from the Ministry of Development of North-Eastern Region (DoNER) was given on the condition that there would not diversion of fund to another item of work. However, the letter alleged that the bill was \u201cmanipulated and paid\u201d to the minister\u2019s SBI Phek bank account. <\/p>\n<p>The letter said that the total cost of the project was&nbsp; Rs.1747.13 lac and 90% of the project cost was given by the central financial assistance from non-lapsable central pool of resources towards the project which was Rs.1572.42 lac. The letter alleged that the minister \u201chad drawn the money in three instalments, total amount he had drawn is Rs. 1320.46 lac.\u201d It questioned how the amount was \u201ctransferred to his personal account without completing the said work\u201d.<\/p>\n<p>The letter also asked the chief minister how the pucca side drain along the road was completed and where was it. It also asked similar questions on the use of \u201cvibrator roller\u201d and how 2 metre wide uniform cutting from 0-44.36 km were recorded when it was not possible in hilly area.The letter pointed out that the public were suffering as the work has been left incomplete. It also asked why several grievances were not attended by the state government.<\/p>\n<p>NCP, 19th A\/C Phek press secretary also asked the DoNER secretary to the government of India to explain how the amount was released before completing the work.&nbsp; <br \/>\nThe letter asked the chief minister to clarify within 15 days before the public took to the streets demanding necessary remedial measures.
