color: #ff0000;\">WILL NOT HESITATE TO TAKE LEGAL COURSE OF ACTION, SAYS NPCC<\/span><br \/>\nReacting to state Bharatiya Janata Party (BJP) accusing the Congress leaders of sharing the Centrally Sponsored Schemes (CSS) \u201cbooty\u201d like MGNREGS with the DAN government, the Nagaland Pradesh Congress Committee (NPCC) Saturday maintained that state BJP was required to substantiate their charges against the Congress leaders or else it would not hesitate to take legal course of action for hurling wild allegations with a motive to defame its party leaders. <br \/>\nMaintaining it had brought out two booklets in 2013 and 2014 listing out the massive and blatant corruptions perpetrated by the DAN government, NPCC said state BJP must remember that the DAN leaders have neither refuted the charges nor challenged the Congress for bringing out the booklets. <br \/>\nIn a press release, NPCC media cell said state BJP president was repeatedly blaming the 13th Finance Commission and the previous UPA government for all the financial woes faced by the state without knowing the core details of how the state government badly faltered to adhere to the guidelines given by the 13th Finance Commission thereby landing the state into a dire financial situation.<br \/>\nSeeking to refresh the memory of the state BJP president, NPCC said the 13th FC assessment of salary payment was at Rs.1474.85 crore for one year, but during 2012-13, a total expenditure of Rs.2570.32 crore was incurred,&nbsp; Rs.3119.73 crore for 2013-14 and over Rs.3580 crore estimated for 2014-15.<br \/>\nThis huge escalation that has now strangled the state exchequer, NPCC said was primarily because of excessive appointments over the years by the DAN government.<br \/>\nIn 2011-12, the total number of state government employees was at 1,10,038 which increased to 1,20,819 by 2012-13, an increase of 10,781 employees appointed within a year. <br \/>\nBy 2013-14, another 4791 employees were further appointed taking the figure to 1,25,309 serving employees.&nbsp; <br \/>\nBy the admission of the then chief minister Neiphiu Rio in March 2014, NPCC media cell said Nagaland has an excess of 54,689 employees and for the state to maintain financial stability, it needed to retrench 46,599 employees. <br \/>\nHowever, NPCC said instead of retrenching the employees, the DAN government has been blatantly issuing appointments in thousands year after year bringing the state to a situation where the salary expenditure on state government employees gobbles up 60% of the total revenue expenditure, which was over and above the 35% limit set by the 13th FC.<br \/>\nAccording to media cell, unlike the BJP government, which refused to sanction even a single penny for implementation of 5th RoP in 1999 when Congress was ruling the state, the UPA government in 2010 had generously sanctioned Rs.712 crore for implementation of 6th RoP. <br \/>\nHowever, it stated that out of Rs.712 crore, the DAN government sanctioned only Rs. 472.55 crore to 72 departments while the balance amount of Rs.239.45 crore was siphoned off without being accounted for.<br \/>\nOn the withdrawal of special category funding, NPCC said the central government in 1989 had changed the funding pattern to all special category states including Nagaland despite protests from the state governments who had termed the decision as arbitrary and financial death-knell for special category states. <br \/>\nTherefore, NPCC said the BJP instead of blaming the state Congress for doing nothing at that point in time should rather impress upon their government in Delhi to restore the same if at all they professed to \u201cbe concerned about the common people of the state.\u201d<br \/>\nNPCC stated that state BJP \u201cblindly defending\u201d DAN government corrupt misdeeds of 11 years was \u201cplainly ridiculous\u201d.<br \/>\nNPCC said when the \u201cpresent dilapidated state of infrastructure and lack of basic amenities all over the state had \u201cmarks of corruption written all over\u201d, the state BJP president refused to see the writing on the wall. <br \/>\nPointing out that it had filed corruption charges against various leaders of DAN government with the state vigilance commission and also in the High Court, NPCC said, however, the state government has been using all its resources to stonewall the investigation and hearing process. <br \/>\n\u201cWith the passage of time and change of government, the past misdeeds of the DAN government will come back to haunt their leaders and justice will be finally served,\u201d remarked the NPCC.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>WILL NOT HESITATE TO TAKE LEGAL COURSE OF ACTION, SAYS NPCC Reacting to state Bharatiya Janata Party (BJP) accusing the Congress leaders of sharing the Centrally Sponsored Schemes (CSS) \u201cbooty\u201d like MGNREGS with the DAN government, the Nagaland Pradesh Congress Committee (NPCC) Saturday maintained that state BJP was required to substantiate their charges against the [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[679],"tags":[],"class_list":["post-16615","post","type-post","status-publish","format-standard","hentry","category-nagaland-news"],"_links":{"self":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/posts\/16615","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/comments?post=16615"}],"version-history":[{"count":0,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/posts\/16615\/revisions"}],"wp:attachment":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/media?parent=16615"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/categories?post=16615"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/tags?post=16615"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
