{"id":167770,"date":"2013-12-19T01:01:50","date_gmt":"2013-12-19T01:01:50","guid":{"rendered":"http:\/\/151.106.38.4\/2013\/12\/19\/govt-explains-house-resolution-on-rules-of-eb\/"},"modified":"2013-12-19T01:01:50","modified_gmt":"2013-12-19T01:01:50","slug":"govt-explains-house-resolution-on-rules-of-eb","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2013\/12\/19\/govt-explains-house-resolution-on-rules-of-eb\/","title":{"rendered":"Govt. explains house resolution on Rules of EB"},"content":{"rendered":"<p><img src=\/old_site\/><span style=\"font-weight: bold; color: #ff0000;\">Resolution not meant to clip wings of the Governor: Chief Secy.<\/span><\/p>\n<p>Reacting to reports in sections of the local press on the one-day and 3rd session of the 12 Nagaland Legislative Assembly (NLA) on December 17, the state government in a communiqu\u00e9 issued by chief secretary Alemtemshi Jamir clarified that the Rules of Executive Business (REB) has not been amended and neither was the resolution meant to \u201cclip the wings of the Governor\u201d.<br \/>\nThe chief secretary maintained that the adoption of the resolution by the house was basically to urge upon the state Governor to \u201cact in accordance with the aid and advice of the council of ministers as mandated by Article 163 of the constitution of India\u201d. Further, he asserted, that amendment to the Rules of Executive Business can only be effected when the Governor \u201cformally approves the decision of the Cabinet as submitted to him.\u201d<br \/>\nChief secretary further stated, that the second aspect of the resolution was \u201cto endorse the notification No. AR-6\/4\/78 (Part-I) dated 12th December, 2013 removing certain doubts and clarifying the actual procedure outlined in Rule 34 (2)\u201d notified by the state government as decided by the chief minister under Rule 62 of the REB, which states\u2014 \u201cIf any doubt arises as to the interpretation of these Rules, it shall be referred to the chief minister whose decision shall be final.\u201d<br \/>\nThe communiqu\u00e9 reiterated that the statement was issued so as to avoid confusions in the public mind over the entire matter and also that the resolution adopted was not in any way intended to \u201cundermine the esteemed office of the Governor of Nagaland\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Resolution not meant to clip wings of the Governor: Chief Secy.
