{"id":169626,"date":"2014-02-14T01:23:49","date_gmt":"2014-02-14T01:23:49","guid":{"rendered":"http:\/\/151.106.38.4\/2014\/02\/14\/pachaspura-killing-cfmg-asks-nscn-i-m-to-hand-over-7-persons\/"},"modified":"2014-02-14T01:23:49","modified_gmt":"2014-02-14T01:23:49","slug":"pachaspura-killing-cfmg-asks-nscn-i-m-to-hand-over-7-persons","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2014\/02\/14\/pachaspura-killing-cfmg-asks-nscn-i-m-to-hand-over-7-persons\/","title":{"rendered":"Pachaspura killing: CFMG asks NSCN (I-M) to hand over 7 persons"},"content":{"rendered":"<p><img src=\/old_site\/>Cease Fire Monitoring Group (CFMG) has asked the NSCN (I-M) to hand over the seven alleged accused involved in execution of 9 persons in Pachaspura area, near Chumukedima to the Nagaland police in whatever place convenient.<br \/>\nCFMG said that besides the three arrested, \u201cseven more alleged accused in this case are evading arrest and are hiding in Hebron Camp under safe haven\/sanctuary provided by the NSCN (I-M).\u201d<br \/>\nIt was stated that three persons \u201cconnected to NSCN (I-M)\u201d who were already arrested include\u2014Kapungkhoi Moi @ Taokhoi Moi @Akhoi @ TK Rengma @ TK Rehong Seb Rengma, son of Aphang Moi, Phalee village, Somdal under Ukhrul district, Manipur; Ranchan Thuithang @ Achan @ Achan Rengma son of Yaomi Thangkhul, Kashung village under Ukhrul district, Manipur; Ashuyi Rengma @ Moa, son of late Lokong Rengma, Lola Shunyu village, Borpathar, Karbi Anglong.<br \/>\nWhile the seven alleged accused were identified as&#8211; Keyhang Rengma @ Joseph, chairman\/C-in-C CNRH\/NRHPF; Zensinlo Rengma, finance in charge\/PRO, VRHPF, Chongpha Village, Karbi Anglong, Assam; Gwani Rengma, NRHPF cadre, Sukujani village\/Borlangsu, Karbi Anglong, Assam; Jospeh Rengma, NRHPF cadre; Tenyenseng Rengma @ Tenny @ Munno, home in-charge NRHPF of Lola Shunyu, PS Borpathar, Karbi Anglong Assam; Lasto Rengma, NRHPF cadre, brother of Tenyenseng Rengma; Kishang Rengma of Lola Shunyu village, Karbi Anglong Assam.<br \/>\nBriefing media persons after the 17th CFMG meeting held with NSCN (I-M) at Hotel Millennium Thursday, CFMG chairman Lt. Gen (retd) N.K Singh disclosed that NSCN (I-M)\u2019s response was negative stating that the group was \u201cnot bound\u201d to hand over the alleged accused because as the two entities- government of India and NSCN (I-M) were on a cease-fire. He informed that NSCN (I-M) representatives had been asked to speak to their leaders and also reminded that the Mukalimi incident took place because of the group\u2019s similar attitude. Singh said, had the three accused being handed over to the police, Mukalimi incident would not have taken place and he three civilians would not have died and neither would the accused received capital punishment.<br \/>\nOn the Rengma-Karbi issue, the chairman opined that the issue has turned into a humanitarian crisis. He also said the killing of nine persons in Pachaspura area, Dimapur was \u201csome kind of retaliations\u201d by the families of the affected. <br \/>\nSingh said he had conveyed to NSCN (I-M) that the overall incident- Karbi-Rengma episode was \u201cvery unfortunate\u201d and killing of nine persons could not be overlooked.<br \/>\nHe said the involvement of NSCN (I-M) has come to light with the arrest of three alleged accused while seven others were reportedly hiding in Hebron camp. CFMG has asked NSCN (I-M) to hand them to the Nagaland Police. <br \/>\nNSCN (I-M) however has requested CFMG to take the Karbi-Rengma issue to the government of India, to which Singh assured he would look into it. CFMG also informed that NSCN (I-M) about many incidents of harassment, intimidation, extortion at many places in Dimapur and said these have to stop. <br \/>\nNSCN (I-M) also reportedly raised some points about Assam Rifle (AR) going into \u201ctheir areas in Hebron\u201d and described it as violation of cease-fire ground rules. <br \/>\nSingh informed that the CFMG had clarified that as long as AR did not enter the one kilometer belt, it was not a violation of the cease-fire ground rules. He urged upon NSCN (I-M) to demarcate some points on the periphery of their camp from where one kilometer could be measured.<br \/>\nCFMG chairman informed that NSCN (I-M) had asked for an alternative camp in place of Mukalami camp. However, it was made clear that \u201cno such commitment\u201d was given by pointing out that NSCN (I-M) already has eight other camps that had enough space to keep their cadres. Singh made it clear that any attempt to establish camps without concurrence of all parties would be violation of cease-fire ground rules. When NSCN (I-M) accused the administration and security forces of not ensuring security of the Mukalami camp, Singh said he clarified that security forces were not technically or directly responsible for the December 21 episode as their aim was only to defuse tension against public anger. <br \/>\nCFMG members included Maj. Gen M.M Narvane (IGAR), Col. Manuhar Sharma, Amit Taneja DIGP, G. Rengma, DGP B. Kezo, home commissioner Temjen Toy and I. Shokum Yim and NSCN (I-M) CFMC members K. Chawang, John Anal, Kiyezhe Sumi, Qhetoyi Swu, Sh. Muinao, K.E Ayo and G.
