{"id":172384,"date":"2013-11-01T01:09:08","date_gmt":"2013-11-01T01:09:08","guid":{"rendered":"http:\/\/151.106.38.4\/2013\/11\/01\/zpo-refutes-css-report-on-shifting-of-peren-hq\/"},"modified":"2013-11-01T01:09:08","modified_gmt":"2013-11-01T01:09:08","slug":"zpo-refutes-css-report-on-shifting-of-peren-hq","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2013\/11\/01\/zpo-refutes-css-report-on-shifting-of-peren-hq\/","title":{"rendered":"ZPO refutes CS\u2019s report on shifting of Peren HQ"},"content":{"rendered":"<p><img src=\/old_site\/>Zeliang People Organisation (ZPO) has refuted the report submitted by the state Chief Secretary (CS) on the proposed shifting of Peren district headquarters and has termed the report as \u201cmisleading.\u201d<\/p>\n<p>In a press release, ZPO media cell said it was compelled to clear the ground reality and said the Gauhati High Court had directed the chief secretary to visit the new site to \u201censure that minimum infrastructure\u201d was made available before initiating any shifting process. <\/p>\n<p>ZPO alleged that on September 30, the chief secretary had given a \u201cone sided and completely misleading report\u201d under political pressure instead of giving an \u201cunbiased factual findings\u201d impending definite harassment of the public.<\/p>\n<p>Stating that the organization would not allow this to happen, ZPO furnished its findings to counter the \u201cfalsely enumerated report\u201d submitted by the chief secretary.<\/p>\n<p>ZPO said that according to chief secretary\u2019s report, the decision to shift the district headquarters to the new location had been taken. <\/p>\n<p>However, Zeliang People Organisation pointed out that as per MoU, the township was \u201cfor expansion and extension\u201d but not for shifting of the site.<\/p>\n<p>With regard to land acquisition, SC\u2019s report said a total of 3715.18 acres of land has been acquired with an amount of Rs. 9.29 crores but ZPO said that compensation for a total of 510.62 acres of land was not yet paid till date due to land dispute and claimed that the news DC complex fell on this \u201cdisputed non paid area\u201d.<\/p>\n<p>On road connectivity, ZPO refuted the CS\u2019s claim that there were four roads leading to new Peren district HQ and said there were only \u201cseasonally pliable\u201d three roads leading to the new site.<\/p>\n<p>CS also claimed that another road from old Peren town has been constructed out of which about 50% has been black topped and that the bridge has already been sanctioned and it was in the process of being constructed. <\/p>\n<p>ZPO in its release said this new road with excessively steep gradient required re-alignment and was purely a seasonal road without even a bridge for crossing over a major stream. <\/p>\n<p>On the issue of water supply, ZPO also rubbished CS\u2019s report which said that it has been put into place and said that landowners have not agreed \u201cin contracting into giving water supply to the new site.\u201d<\/p>\n<p>ZPO said that while the distribution of rooms for sixteen departments as having \u201ccome up with a very innovative idea\u201d to share the available office accommodation in the DC office complex,\u2019 the following departments &#8211; account branches; district mission authority, SSA; SIB; state intelligence; OC police station; civil hospital; BSNL; DSO; rural employment office; khadi village industry cottage; district welfare office; taxes; youth resources office and civil judge junior seemed to have just \u201cvanished into thin air\u201d as state government neither have begun office construction nor been allotted any room in the so called innovative idea.
