A Para Legal Volunteer (PLV) has alleged that the Rural Development block of Shamator, Tuensang, has wilfully ignored certain sections of the Village Development Board’s (VDB’s) Model Rules, 1980 (Revised).<\/p>\n
A representation dated September 23 from PLV, Thsantong, to the Block Development Officer, RD block Shamator, urged the department that certain sections, being allegedly ignored, should be implemented within one month of the submission of the representation.<\/p>\n
According to the representation, the rules to be implemented include Section 4 (a) which states that all members of a village have to be members of the VDB. The general body of the VDBs shall hold at least two meetings in one financial year where the VDB secretary shall present for scrutiny, all financial transactions and activities conducted.<\/p>\n
The representation also mentioned Section 4 (b) which says the VDB funds shall be managed by a Management Committee (MC) of the VDBs, the members of which shall be chosen by the Village Council concerned. Section 7 of the said rules also states that the MC members shall select one among themselves as secretary who should have the minimum educational qualification of matriculation or above. He shall be paid a remuneration ranging from Rs. 1000-Rs. 3000 per month as may be decided by the VDB concerned, commensurate with their funds\/resources. The representation also pointed out that no village council chairman, head GB or village administration head etc. can hold the post of the VDB Management Chairman.<\/p>\n
It alleged that the above directives had never been implemented “in letter and in spirit under RD block Shamator till date”. Under wilful violations of the above rules, head GB or village council chairman are being appointed or otherwise acting as chairman without even constituting the MC, it alleged.<\/p>\n
“This wilful violation is encouraging ample room for misappropriation and siphoning of public funds meant for village development” it lamented.<\/p>\n
The representation further alleged that asking the implementation agency or the VDB secretary for accountability results in them being shut down “on the pretext of stopping village NREGS funds indefinitely and other village developments…”<\/p>\n
It also alleged that many sincere VDB secretaries were being underpaid in contravention of the said rules. Asking that these issues be addressed without further delay, it said that on the reports of alleged misappropriation of funds from various village under Shamator sub-division pertaining to NREGS, these shall be dealt with appropriately under the ambit of established law, if not addressed in time.<\/p>\n","protected":false},"excerpt":{"rendered":"
