In the appeal, NPAD president SK Kenye cautioned that the delay will attract 18% rate of interest as per a Supreme Court ruling. NPAD reminded the Pr AG that Supreme Court had ruled that pension is not a bounty, but a differed wage and that its payment does not depend upon the discretion of the government, but is governed by rules on the subject.&nbsp;<\/p>\n<p>The association said as per the State finance department&rsquo;s notification (No.FIN\/ROP\/2\/83 dated Kohima, the 18th June 1987) on applicability of Central Civil Services (Pension) Rules 1972 in Nagaland, all rules with updated amendments and decisions by Government of India shall be deemed to have been automatically adopted by the State government.<\/p>\n<p>The association explained that in compliance with Central government directives, the State finance department sanctioned for pre-2008 (vide Govt. letter No.FIN\/ESTT &ndash; 2\/9\/ROP\/PEN\/2016, dated 20-12-2017). Accordingly, the pensioners and family pensioners had already submitted required documents to the drawing and disbursing authorities concerned (respective bank branch managers and treasury officers) in April 2018, it added.
