Ravi, as the governor of Nagaland. Ravi&rsquo;s appointment was met with mixed reactions as some felt that it would help speed up the negotiations whereas others view it as a roadblockbecause Ravi would no longer have the singular government mandate to steer the course of negotiations towards the expected logical conclusion.According to knowledgeable sources in the Centre, the government will not appoint any person as Interlocutor to replace Ravi. This means Ravi will continue as Interlocutor and also as the governor. However, by assuming the twin role as governor and interlocutor, R.N. Ravi will gain the largest clout any interlocutor in the Naga peace talks has ever had. As Interlocutor Ravi had the limited mandate to effect a permanent peace since he could not play any role in the local context. However as governor, Ravi will certainly be holding the reins of constitutional powers to effect peace across the state. This can be explained in the context of the provisions contained in Article 371A of the constitution which, in addition to special protection to Nagaland also provides special power to the state governor. Under Article 371A, the governor is vested with more power than other state governors in matters of law and order and it also makes the governor equally autonomous with regard to his duties. Further, as any action taken by the governor in this regard cannot be called into question, the governor hence has almost unbridled power. Even decades after Article 371A was framed, there is no order revoking the clause relieving the governor of Nagaland from the special responsibilities towards law and order. It is not to suggest that Ravi as governor would use this special power nor would such an occasion ever arise in the light of the changed circumstances. However as the governor of a state sharing a sensitive international border with Myanmar, the new incumbent would certainly desire that his mission for solution would also mean that people of Nagaland living near and within the international border, would be part of the solution. Ravi has the best opportunity to bring about more meaningful negotiations with all stake holders who do not have to take the long and expensive journey to New Delhi. Ravi&rsquo;s achievement during his first two years as Interlocutor was the signing of the Framework Agreement between the Government of India and the NSCN (I-M) in August 3, 2015.He later managed to encourage other Naga National Political Groups (NNPG) to join the negotiations while making it clear to all that the basis for solution would be Framework Agreement as guideline. Ravi has been frank and clear about possible and the impossible. He made it clear that the negotiations were at an advanced stage and that when solution would arrive depended on the Naga groups engaged in talks. Ravi has clarified that the slow pace was due to the unwillingness of the groups to find a pragmatic compromise, i.e. with regard to a separate flag and passport among other things. There are as many learned opinions about peace in Nagaland but for the time being, by wearing two hats, R.N.
