{"id":208268,"date":"2019-11-13T10:26:51","date_gmt":"2019-11-13T10:26:51","guid":{"rendered":"http:\/\/151.106.38.4\/2019\/11\/13\/clearing-the-decks\/"},"modified":"2019-11-13T10:26:51","modified_gmt":"2019-11-13T10:26:51","slug":"clearing-the-decks","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2019\/11\/13\/clearing-the-decks\/","title":{"rendered":"Clearing the decks"},"content":{"rendered":"<p><img src=\/old_site\/http:\/\/new.nagalandpost.com\/cms\/gall_content\/no_images_650x.jpg><\/p>\n<p>&nbsp;In a series of moves aimed at enforcing the Cease Fire Ground Rules(CFGR)- the Cease Fire Monitoring Group(with NSCN-IM)\/ Cease Fire Supervisory Board( with other NNPGs)- has asked all the Naga Political Groups(NPGs) to close down their offices under different names within or around towns or villages. The closure was preceded by meetings on October 29-30 convened by the chairman CFMG\/CFSB with the NPGs in Kohima where the CFGR was reiterated and the NPGs were made to understand unequivocally that the rules had been agreed by them and they have to adhere to them in letter and in spirit. The state government&rsquo;s undeclared policy of laissez-faire has been instrumental in the sprouting up of parallel authorities. As a sequel, the paramilitary, police and district administration under Peren district, have closed down offices and messes established within towns with the cooperation of the NPGs. The difficult task of enforcing the cease fire with NPGs was the way in which previous governments at the Centre seemed to be looking at the issue from a distance. The cease fires had brought peace much respite from the fear and bloodshed that plagued society when the guns did the talking. The endless negotiations seemed headed to nowhere. The NDA-I under Vajpayee and Advani were content with platitude. The UPA-I then UPA-II under Dr.Manmohan Singh appeared sincerely keen to conclude the talks but somehow could not figure out what to do. This was the hallmark of the UPA. Amidst all the endless and protracted negotiations and more often garnished with strong criticisms from the NPGs about the Centre being &lsquo;insincere&rsquo;, the promise made by Dr.Singh to arrive at a solution during his tenure faded. The entire gamut in the negotiations underwent a major shift BJP under Narendra Modi came to power in 2014. With barely a year in office, Modi proved his mettle when the Framework Agreement was signed with the NSCN(I-M) on August 3,2015. This became the imprint upon which the contours of the eventual agreement for solution is expected to be signed in the coming days. On September 17,2017 another document was signed called the &lsquo;Preamble&rsquo; with Working Committee, NNPGs. This too was to be incorporated with the final agreement that would be the foundation for solution. The government of India has remained on course in pursuit of a lasting peace in Naga areas and to ensure that there are no impediments, the CFMG\/CFSB has been handed over a very challenging task of pushing back all armed and civilian cadres of various NPGs back to the designated camps. It may be noted that in the past and during the currency of the two cease fires-with NSCN(I-M) and NNPGs- the chairmen of the CFMG\/CFSB were reduced to playing the role of note takers on various complaints. The CFMG\/CFSB today are no longer constrained to call a spade a spade and have moved from static and the status quo to sending a strong message that &ldquo;it&rsquo;s no longer business as usual&rdquo;. The CFMG\/CFSB has been made to understand that the steps have to be undertaken so as to create a conducive climate towards ending of the negotiation chapter and opening of a new chapter to ink an agreement for arriving at solution.<\/p>\n<div>&nbsp;<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Clearing the decks<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[685],"tags":[],"class_list":["post-208268","post","type-post","status-publish","format-standard","hentry","category-editorial"],"_links":{"self":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/posts\/208268","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/comments?post=208268"}],"version-history":[{"count":0,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/posts\/208268\/revisions"}],"wp:attachment":[{"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/media?parent=208268"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/categories?post=208268"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nagalandpost.net\/index.php\/wp-json\/wp\/v2\/tags?post=208268"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
