{"id":208728,"date":"2019-10-15T12:02:49","date_gmt":"2019-10-15T12:02:49","guid":{"rendered":"http:\/\/151.106.38.4\/2019\/10\/15\/the-first-day-at-hebron\/"},"modified":"2019-10-15T12:02:49","modified_gmt":"2019-10-15T12:02:49","slug":"the-first-day-at-hebron","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2019\/10\/15\/the-first-day-at-hebron\/","title":{"rendered":"The first day at Hebron"},"content":{"rendered":"<p><img src=\/old_site\/http:\/\/new.nagalandpost.com\/cms\/gall_content\/no_images_650x.jpg><\/p>\n<p>&nbsp;&ldquo;We have heard what you have put across to GoI but we would also like to hear what GoI told ?&rdquo; posed&nbsp; Mr. Niketu Iralu after listening to the President, Vice President, General Secretary and VS Atem. On 21st September 19, I attended the meeting at Hebron as an uninvited delegate accompanying someone. I hereby share some competencies revealed that day and reservation on some points thereof. As no one was allowed mobile phones nor recording gadgets, the four hours discussion was scribbled hurriedly and most of the points shared was stored in my poor retention brain cells, therefore,&nbsp; there could be missing parts here and there but here it goes .<\/p>\n<p>My first observation was that all the three top leaders had personal bodyguards and by virtue of status the President&rsquo;s bodyguard should be of higher rank but it was not so , the PSO of the General Secretary\/Ato Kilonser was higher. Was it because the secretary also holds home affairs or is this a special protocol of NSCN (IM) ?<\/p>\n<p>From the big crowd of a hundred or more, the leader of the program called Mr. KK Sema, the most vocal Naga orator and writer and two others on stage to read out the Framework Agreement (FA) for the gathering. Mr. KK Sema read the FA verbatim slowly and clearly for all to listen rightly. The FA is a broad and comprehensive agreement that stated the unique history of Nagas and that both parties understood the intricacies of each other , that it is a mutual understanding recognizing that sovereignty lies with the people and it will be&nbsp; a shared sovereignty based on competencies for which further details will be worked out . Therefore the FA is a broad based understanding of the two entities that gave provisions for further<\/p>\n<p>talk and discussion. Going by the genuineness of the FA, I kept wondering why this agreement was not disclosed to Nagas for so long ? This has infact created the suspicion grow wider to their disadvantage.<\/p>\n<p>VS Atem informed that the FA was not revealed to public to avoid unrest in the neighbouring states which was not a wise decision or reason to me. It was further disclosed that the issue of flag and constitution was agreed by the interlocutor but said that since he was not the final authority it would be put across to the higher ups.<\/p>\n<p>On this ice breaking , tense and sunny day of declaration of competencies most of the relevant departments and ministries were touched on, starting from governance,&nbsp; security,&nbsp; funding pattern, law, language,&nbsp; education, medical,&nbsp; &nbsp;engineering,&nbsp; trade and commerce,&nbsp; forests,&nbsp; mines,&nbsp; minerals, cultural,&nbsp; tourism,&nbsp; sports ,&nbsp; postal and telecommunications,&nbsp; taxation,&nbsp; customs, judiciary,&nbsp; religion,&nbsp; political party system,&nbsp; Naga commission,&nbsp; Naga Peoples day, land acquisition and lease, integration et al.<\/p>\n<p>The issue of integration of all Naga areas is bargained for now and said that it will be pursued politically through democratic process, which means that the long cherished dream of Nagas may not see the light of day , a repeat of the infamous 16 point agreement which also mentioned of the same!<\/p>\n<p>The one and most unreasonable and improper utterance made that day was, &ldquo;Nagaland will cease to exist&rdquo;. How on earth can that happen when there is no mention of total sovereignty ! How can Nagas of Nagaland part our land like a prostitute for all to abuse ; when there is no integration of other Naga areas but those areas&nbsp; will enjoy autonomous status under the protection of PAN Naga Hoho !!!&nbsp;<\/p>\n<p>Another strong reservation I have is the nomenclature called, &ldquo;People&rsquo;s Government of Nagaland&rdquo;. This is nothing short of the People&rsquo;s Republic of China which follows the Red Book of communism. Are Nagas willing to be under communism ?&nbsp; Our very own villages are most democratic in nature ! Now, are we ready to accept such a new culture, alien to us ? And it is still more baffling to reason that such a proposal is placed on the table of the world&rsquo;s largest democratic country to accede and consent to communist form of governance ? I don&rsquo;t ever think India with such a strong mandated parliament will ever hear even such a proposal , forget acceding!<\/p>\n<p>It further says:&nbsp; The Tatar Hoho shall be the supreme law making body with 6 years term headed by a president but there is PAN Naga Hoho which is revealed as a statutory body but at the same time have separate fund and financial powers. It also states that it shall have authority over education and development which are two main departments for any nation to progress. This creates big doubt on its role over the Tatar Hoho.<\/p>\n<p>Another other contentious issue is that, it shall have only two party system.&nbsp; No Indian National Political Parties will be allowed but at the same time mentions that, Member of Parliament (MP) will be increased and they shall represent Nagas to the Indian parliament ! Is this possible for India to accept?<\/p>\n<p>Assuming that only two parties will contest, it is undoubtedly clear that the group bringing this system will be one party. What will the other party be ? The party that fights against the first, which will be battered as anti-Naga and will face the threat of the barrel ! Is this practically possible to bring justice and equality to Nagas ?<\/p>\n<p>The other thing that intrigued me is the funding of the shared sovereign nation! I for one don&rsquo;t know how or what it will be called&#8230;.. a nation or state , as initially it is said that Nagaland state shall cease to exist , but all funding for development and establishing of security forces etc&nbsp; etc&nbsp; is literally at the mercy of Indian government , yet the group says that all governance except external threat shall not be interfered !&nbsp; &nbsp;Will the GoI be so kind to give us everything for free and get nothing in return ? We deserve everything as package but in gratitude give nothing in return ? Will it not be the joke of 21st century?<\/p>\n<p>Going by the latest developments and the deadlock to proceed further and the way Th. Muivah points and shakes his index finger to the gathering to know our history, that he is not signing without the above mentioned competencies, &ldquo;come what may&rdquo; ,&nbsp; &nbsp;it left me dumb and foolish to reason what the two negotiating groups were talking about all these&nbsp; 22 years ! The latest contention and stumbling block now is said to be the &lsquo;flag and constitution&rsquo; which I suppose should have been the first priority in the peace talk process ? Or is this a ploy to drag on with ceasefire as the shield and continue the modus operandi without solution ? A million dollar question for a lay man &#8211; who had an opportunity as an uninvited incognito delegate !<\/p>\n<p>T.
