{"id":214274,"date":"2020-06-13T13:18:08","date_gmt":"2020-06-13T13:18:08","guid":{"rendered":"http:\/\/151.106.38.4\/2020\/06\/13\/nean-strike-to-affect-covid-fight\/"},"modified":"2020-06-13T13:18:08","modified_gmt":"2020-06-13T13:18:08","slug":"nean-strike-to-affect-covid-fight","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2020\/06\/13\/nean-strike-to-affect-covid-fight\/","title":{"rendered":"NEAN strike to affect COVID fight"},"content":{"rendered":"<p><img src=\/old_site\/http:\/\/new.nagalandpost.com\/cms\/gall_content\/no_images_650x.jpg><\/p>\n<p>Even as Nagaland continues to grapple with tackling the COVID-19 pandemic, it was a double blow for the state government, when over 150 doctors and 700 nurses of the National Health Mission Employees Association, Nagaland (NEAN) employed by the Health &amp;Family Welfare (H&amp;FW) department, under the National Health Mission , will go on a state wide &ldquo;cease work&rdquo; from June 14 while the Nagaland Junior Doctors&rsquo; Association (NJDA) has issued a warning of &ldquo;stern action&rdquo; if the H&amp;FW department went ahead with regularisation of 27 contingency post of Medical Officers (MO).<\/p>\n<p>The latest development comes close on the heels of two Public Interest Litigations (PILs) filed in the Gauhati High Court, Kohima Bench against the H&amp;FW department over alleged corruption when it went on emergency purchase shopping mode of various medical items as preparedness to contain COVID-19 pandemic in the state.<\/p>\n<p>The cabinet decided to create new post of 53 specialist doctors, one post of director (Medical education and radiation safety) and five posts of district programme officers under the Health &amp; Family Welfare department.<\/p>\n<p>The cabinet also approved regularisation of the services for a period of one year of 19 serving contract medical officers and regularisation of services of 27 medical officers. H&amp;FW recruited 27 doctors &ldquo;on contingency for a period of 1 year against the existing vacancy arising out of promotion, retirement, voluntary resignation, death etc&rdquo; and for which deployment to various district hospitals has begun.<\/p>\n<p>H&amp;FW also begun the process of collecting applications for posts of 36 doctors currently on study leave vacancy for a period of one year. The newly appointed doctors will serve till those&nbsp; currently on study leave returned . However, in case of service of temporary appointees being needed, extension may be granted with the approval of the government.<\/p>\n<p>Meanwhile, HPC spokespersons, at the briefing on Saturday informed that the Health department had already deputed 5 Medical Officers out of the 27 doctors that were recruited recently, to supplement the medical manpower at Dimapur.<\/p>\n<p><strong>NEAN: <\/strong>National Health Mission Employee Association (NEAN) Saturday announced its decision to go for an indefinite cease work starting June 14, till its three-point demand was fulfilled. The demands include regularisation of NHM employees, pay parity with state health employees of the same rank and all basic employees benefit in line with state Health &amp; family Welfare employees.<\/p>\n<p>In a memorandum addressed to the commissioner secretary H&amp;FW, NEAN president, Dr. Shasinlo Magh, and general secretary Kewetso Kenye expressed disappointment with the cabinet decision to regularise 27 GDMOs, who were appointed on contractual basis on May 27, 2020 for a period of 12 months.&nbsp;<\/p>\n<p>NEAN said it had on many occasions appealed to the authority to address its grievances, but the government, instead of addressing the issue, had gone to the extent of &ldquo;randomly appointing and regularising services&rdquo; overruling all service rules and laid down rules for recruitment on the pretext of COVID-19 pandemic.<\/p>\n<p>Talking to Nagaland Post over phone, NEAN president Dr. Shasinlo Magh pointed out that while an NHM employees were working with meagre remuneration for over a decade and without regularisation of services; the salaries of new appointees was double with immediate regularisation of services besides various benefits. For instance, Dr. Magh pointed out that while a doctor under NHM was paid a fixed amount of Rs.45,000 monthly, the starting salary of a newly appointed doctor is Rs.72,000.&nbsp;<\/p>\n<p>He also said while a nurse under NHM was paid either Rs.15,000 or Rs.20,000 or Rs.25,000 depending on the qualification; a nurse under H&amp;FW department is paid Rs.45,000 as starting salary. Dr. Magh further pointed out that an Auxiliary Nursing &amp; Midwife nurse was paid anywhere between Rs.12,000 onwards till Rs.18,000 and ANM under H&amp;FW department was paid Rs.35,000 as starting salary.<\/p>\n<p>NJDA: Nagaland Junior Doctors&rsquo; Association (NJDA), which comprises of allopathic graduates and post graduates, has demanded immediate revocation of the cabinet decision to regularise the recently recruited 27 contingency MO posts.<\/p>\n<p>NJDA through its media cell questioned as to how the government bypassed all the health service rules and took such steps. NJDA asserted that government cannot just override the laid down service rules and guidelines overnight under the pretext of epidemic Act.&nbsp;<\/p>\n<p>Such undemocratic and unconstitutional step is nothing but a communist way of governing.&nbsp;<\/p>\n<p>The association said that government decision was a gross violation of Article-16 that provides equal opportunity in matter of public employment.<\/p>\n<p>Further, the association also questioned P&amp;AR department and demanded to know under which service rule could a Class-1 gazetted post advertised purely on contingency basis for 1 year and appointed for 6 months be converted into regular post even before the candidates gave the joining report. &ldquo;Such flexibility and bending of rules doesn&rsquo;t seems to exist anywhere in the world,&rdquo; NJDA stated.<\/p>\n<p>NJDA said it would ensure that &ldquo;meritocracy prevails irrespective of the situation with equal opportunity and privileges to all its members&rdquo;.
