Election Commission of India (ECI) announced the schedule for by-elections in 14-Southern Angami-I (ST) and 60-Pungro Kiphire (ST) Assembly constituencies (ACs) along with 54 constituencies of various State Legislative Assemblies.<\/p>\n
Stating this at a press conference here on Tuesday, additional chief electoral officer (CEO) N Moa Aier said the last date for filing nominations has been fixed as October 16, while the date for scrutiny of nominations will be October 17 and the last date for withdrawal of nominations is November 19. He said polls would be held on November 3, counting of votes would take place on November 10 and the entire electoral process would be completed by November 12.<\/p>\n
Stating that the Model Code of Conduct (MCC) has come into force with immediate effect in the districts of Kohima and Kiphire, Aier said the code would be applicable in all areas under the two Assembly constituencies. He added that MCC would be applicable to all candidates, political parties and the State government, besides the Union government for the districts concerned.<\/p>\n
Sharing the broad guidelines issued by ECI while conducting the by-polls in the backdrop of COVID-19 pandemic, Aier said PPE kits, hand wash and hand sanitizers would be provided to all officials and electors. During the polling, he said the voters would have to come with masks, while hand gloves would be given to press the EVM button. <\/p>\n
He said Dr C Tetseo has been appointed as the State’s nodal health officer, adding instructions had been sent to the two districts to appoint their respective nodal health officers too.<\/p>\n
Mentioning that the latest M3 EVMs and VVPATs would be used in the election, the additional CEO said senior citizens and those 80 years and above would be able to use postal ballot facilities for the first time as earlier only sick people and those with persons with disability could avail postal ballot facilities.<\/p>\n
In continuance of the existing practice, he said voters’ identification would be mandatory. While the electoral photo identity cards (EPIC) would be the main document, he said Aadhar card, MGNREGA job card, PAN card, etc, would be alternate identity documents to ensure that no voter was deprived of his\/her right to franchise. <\/p>\n
Sharing electoral data and details of polling stations in Southern Angami-I AC, Aier said the constituency has 13,541 voters of which 13,489 are general electors and 52 service electors as per the final electoral rolls published.<\/p>\n
Informing the media that there would be 20-plus two auxiliary polling stations at 20 locations, he said Jakhama Upper has the highest electorate with 986 voters, while Mitelephe has the lowest with 155.<\/p>\n
Sharing details of Pungro Kiphire, Aier said the constituency has 29,346 voters comprising 29,247 general electors and 99 service electors as per the final electoral rolls published. He said there would be 70-plus seven auxiliary polling stations at 58 polling stations, even as rest house ward ‘A’ Kiphire town has the highest electorate with 954 voters, while Kiuro village has the lowest with 45 voters. <\/p>\n
The additional CEO said the Southern Angami-I constituency with 13,354 electorate had recorded 84.48% voter turnout (11,282 voters voted) during the last Assembly election held in 2018, while Pungro Kiphire with 28,676 electorate recorded 77.23% turnout (22,146 voters voted).<\/p>\n
