Minister Planning & Co-ordination, Land Revenue, Parliamentary Affairs and HPC spokesperson for COVID-19 activities, Neiba Kronu, has termed as “unprecedented, unfortunate and not appropriate” the opposition suddenly issuing boycott notice of the assembly session on Wednesday night.<\/p>\n
In a press release, Kronu said that the assembly session was scheduled to be held on July 30, 2020, but due to emergencies that had arisen out of detection of COVID positive cases amongst staff of the NLA and even legislators and their staff, it became inevitable to reschedule session for August 13, 2020. <\/p>\n
Despite significant challenges faced out of the COVID-19 pandemic, the minister said the assembly the secretariat and the state government undertook steps and measures to ensure that the session was held without any hindrances.<\/p>\n
He said the speaker had even allowed members to stay away from the session if any member was keen to avoid the session on precautionary or on health grounds. <\/p>\n
Accordingly, Kronu said 18 members of the house including nine members of the opposition had requested for leave of absence which was consented by the speaker. Minister said a few other states had also reduced the session to one day session because of the pandemic.<\/p>\n
Even though it was a one day session, Kronu said the proceedings include starred and unstarred questions, government bills, rules and discussion on matters of public importance pertaining to COVID-19 Pandemic situation. <\/p>\n
He said the ruling bench had invited to have JLF meeting right after the session, but the opposition had turned down the proposal. Even in the last government under the leadership of TR Zeliang, the minister said the session sometimes adjourned early after a few minutes of discussion to fulfil the constitutional obligations.<\/p>\n
At the Business Advisory Committee (BAC) meeting, he said it was jointly decided the business to be transacted for one day session in view of the COVID-19 Pandemic. The minister has, therefore, said that “we should not play blame game as both ruling and opposition have equal role to play” at times like this.<\/p>\n","protected":false},"excerpt":{"rendered":"
