Paiwang Konyak, said Rs. 3, 39, 529 vehicles were registered in Nagaland as on July 1, 2020 in response to an unstarred question raised by NPF MLA Dr. Chotisuh Sazo. While 91 buses are plying in Nagaland which includes inter-state, inter district and intra district, the breakup for NST buses for each district; Dimapur (27 bus services), Kohima (21 bus services), Kiphire (3 bus services) Longleng (4 bus services), Mokochung (9 bus services), Mon (4 bus services and 1 city bus service), Peren (2 bus services), Phek (9 bus services) Tuensang (5 bus services), Wokha (6 bus services), Zunheboto (10 bus services).&nbsp;<\/p>\n<p>No ambulance allotted to PHC Ighanumi<\/p>\n<p>Minister of Health &amp; Family Welfare, S. Pangnyu Phom in response to an unstarred question raised by NPF MLA, Y. Vikheho Swu, said that department was unable to allot ambulance to PHC Ighanumi due to resource constraints. On posting of medical officer at Kilomi PHC, the minister replied that Dr. Shetoli Zhimomi has been posted as MO PHC Kilomi against the resignation vacancy created by Dr. Ronithung Ovung.<\/p>\n<p>Rs. 42 lakhs released for maintenance of water supply in Kohima<\/p>\n<p>Minister of PHED Jacob Zhimomi said the department has released a fund of Rs. 42 lakhs for the year 2019-20 for material and civil works under non-plan to Kohima urban division for repair, operation &amp; maintenance of water supply infrastructure for Kohima town. He was responding to an unstarred question raised by NPF MLA Keniezhakho Nakhro. Minister clarified the department did not allocate funds specifically for maintenance of Dz&uuml;na water source and reservoir tank at Jotsoma village during the last 5 years.&nbsp;<\/p>\n<p>However, the department has released funds under non-plan to the Kohima Urban Division. For 2015-16, Rs 24.67 lakh was released, 2016-17 (Rs. 84.72 lakh), 2017-18 (Rs. 21.97 lakh) 2018-19 (Rs. 37.00 lakh) and 2019-20 (Rs. 42.00 lakh).<\/p>\n<p>He further stated that no specific fund was allotted for Dz&uuml;na water source &amp; reservoir tank. Other works includes improvement of approach road from Sazolie college junction to Dziina source, extension of main line 250 mm dia (length 150m), construction of retaining wall and supporting pillars affected by landslide, repair and replacements of 300mm 1 dia mainline.<\/p>\n<p>Wokha two lane affected owners under assessment by district administration<\/p>\n<p>Deputy chief minister Y. Patton responding to an unstarred question raised by NPF MLA Dr. Chumben Murry on list of land\/property owners affected by two land construction at NH-2 and the amount to be compensated, Y Patton said the list of land\/ property damage owners within Wokha district to be affected by the sanctioned\/on-going two lane construction was under re-assessment by district administration because of various factors. He informed that DPR was prepared for two-lane of 12m ROW including built up area but cost of land\/property damage was 53.84% of the project cost, for which the ministry (MoRT&amp;H) has reduced ROW from 12m to 8.5m in built up area to curtail the cost of compensation.<\/p>\n<p>Rs. 2313 complaints filed in Police stations<\/p>\n<p>Deputy CM, Y Patton who is also charge of Home said 2313 complaints have been filed in all the police stations from March 31, 2019 till date responding to unstarred questions raised by NPF MLA Yitachu on complaints filed in all the Police Stations in the state. Dimapur district registered the highest complaint of 1163 cases, followed by Kohima (270) and Mon (259), while Kiphire registered the lowest complaint with 21 cases. While cases related to SCPS\/N&amp;P\/Cyber crime PS, PHQ registered 57 cases. Out of which 2222 complaints have been registered and taken up for investigation, while 91 complaints were not taken up citing various reasons which includes FIR withdrawn by complaint, cases withdrawn as compromised etc.<\/p>\n<p>Error committed by Edu. dept on NFRBM Act 2005<\/p>\n<p>Leader of the House and minister in-charge of School Education, Neiphiu Rio stated an error was committed by the department whilst reporting the number of employees and consequent indication in the explanatory memorandum to the budget for the year 2020-2021. He was replying to an unstarred question raised by NPF MLA Y. Vikheho Swu on details of appointment under Nagaland Fiscal Responsibility &amp; Budget Management Act 2005. On queries about the increase of 2741 employees from 2019-2020 to 2020-2021 under the act, Rio stated that as per the aforementioned document, the total number of employees has been indicated as 26,713; whereas, there were 23,360 employees (Non-Plan 18611 &amp; CSS 4749) at the time of reporting. It is regretted that the oversight resulted in the abnormal inflation of 2,741 employees between 2019-2020 and 2020-2021 when there has, in fact been a decline of 612 employees. An enquiry has also been set up in the department to ascertain how such gross anomaly had occurred and to ensure that such mis- reporting doesn&rsquo;t happen in future. In view of the response above, the increase of 2741 employees from 2019-20 to 2020-21 doesn&rsquo;t arise. Education department has appointed 41 employees between March 2020 till July 2020 on the total appointment.<\/p>\n<p>Rs.176.52 crore released under NDRF<\/p>\n<p>Neiphiu Rio who is also in charge of NSDMA said Rs. 176.52 Cr was released by the GoI under NDRF during March 2020 against the damage caused by the monsoon 2019. However, he said under NDRF there was no fund earmarked for COVID-19. Responding to an unstarred question raised by NPF MLA Y.M. Yollow Konyak, Rio added 17 deaths and 2 injured were reported during the wake of natural calamity in the wake of monsoon 2019. In response to the casualties to human lives due to natural calamities, NSDMA, Home department has given ex-gratia to the nearest kith and kin of the casualties. On queries about payment rate, Rio said as per the norms of assistance prescribed by National Disaster Management Authority (NDMA), Ministry of Home Affairs, India, ex-gratia were given Rs. 4,00,000\/- per life lost, Rs 2,00,000\/- per person for disability due to injury of more than 60%, Rs.59,100\/- for disability between 40%-60%, Rs.12,700\/- for injury requiring hospitalization for more than a week, and Rs.4,300\/- for injury requiring hospitalization for less than a week. Rio informed the central government released money only during the month of March 2020 amidst the COVID-19 pandemic lockdown.&nbsp;<\/p>\n<p>Rs. 2672.26 lakh alloted for PWD (R&amp;B) South division Kohima<\/p>\n<p>Y Patton who is also in charge for R&amp;B department said Rs 2673.26 lakhs have been approved under PWD (R&amp;B) South division Kohima till date, in response to an unstarred question raised by NPF MLA Keneizhakho Nakhro on total fund sanctioned for South Division Kohima for financial year 2020-21. Total amount allotted for block wise, Kohima block, Rs, 555.86 lakh, Chiephobozou block Rs. 410.63, Sechu-Zubza Block Rs 1706.77.<\/p>\n<p>Wakching Model College by 2021-22<\/p>\n<p>Minister of Higher &amp; Technical Education Temjen Imna Along said the commencement of admissions for Wakching Model College was tentatively targeted from the 2021-2022 academic session, responding to an unstarred question raised by NPF MLA Y. M Yollow Konyak on the status of Wakching Model College.<\/p>\n<p>On the status of post creation, the minister said the requirement of basic posts of faculty and non-teaching staff has been drafted and was under process for sanction. Total amount released till date for the college was Rs. 12. 00 crores and pending amount was Rs. 1.98 crores.
