{"id":261814,"date":"2022-04-18T12:14:38","date_gmt":"2022-04-18T06:44:38","guid":{"rendered":"https:\/\/www.nagalandpost.com\/?p=261814"},"modified":"2022-04-18T12:14:38","modified_gmt":"2022-04-18T06:44:38","slug":"agitation-over-service","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2022\/04\/18\/agitation-over-service\/","title":{"rendered":"Agitation over service"},"content":{"rendered":"\n<p>Two days ahead of the proposed 3-day mass casual leave by Nagaland In-service Doctors\u2019 Association (NIDA) the state chief secretary has asked the Principal Director (PD) department of health and family welfare (DHFW) to not grant any leave to the doctors including health care workers on the above mentioned period. Government doctors under the banner of Nagaland In-service Doctors Association (NIDA) had been demanding increase of the superannuation from 60 to 65 but later trimmed it to 62 years. According to NIDA the government had given a written assurance of responding to the demand within a period not extending beyond one year on April 17, 2021. However, as the matter passed ten months, NIDA decided to activate itself in order to have the government take a decision before April 17,2022. The government reportedly suggested 60 for doctors working as administrators and 62 for doctors on clinical duties. NIDA\u2019s contention is that separating doctors in administrators and clinical fields was not as easy therefore, has resolved that the superannuation be the same at 62 years. One of the factors for NIDA demand was due to shortage of doctors. The other was that increase in superannuation was accepted in several states after the union government\u2019s decision of raising the retirement bar for central government doctors in 2017 from 60 to 65 years. However doctors holding administrative posts would retire at 62. In view of the stalemate, the chief secretary reminded the PD of the government memorandum dated April 14, that barred government doctors to not communicate with the local press on matters not connected with discharge of official duty. The government further unveiled measures aimed at check mating the proposed 3-day mass casual leave by NIDA members to ensure that health services and ongoing programmes were not affected in any way. A State Level Control Room (SLCR) headed by the PD and assisted by other officers, comes into effect at Kohima, to monitor the scenario across the state. In addition, various districts will have a District Level Control Room (DLCR) headed by an officer not below the rank of ADC\/SDO (civil) to monitor the situation in the district and maintain contact with the SLCR to provide updates. The CMO and DC in a district will monitor attendance at government hospitals and when required, deploy available contractual\/temporary medical and ayush doctors or any other health care workers to assist health care services at any part of the district. These measures undertaken by the government across the state was to offset and minimise likely disruption of health care services by the 3-day mass casual leave by NIDA. The chief secretary had made it clear that these measure were intended to minimise any adverse impact during the period of the 3-day strike. While the argument of NIDA is understandable yet the stand taken by Nagaland Medical Students Association (NMSA) that appointment of more doctors instead of increasing superannuation age, as the best solution to a long pending problem, is logical. The state government has to resolve the issue on whether shortage of doctors can be solved by appointing more doctors or increasing superannuation of serving doctors.
