{"id":27378,"date":"2017-09-26T00:02:42","date_gmt":"2017-09-26T00:02:42","guid":{"rendered":"http:\/\/151.106.38.4\/2017\/09\/26\/ceo-holds-special-summary-revision-with-pol-parties\/"},"modified":"2017-09-26T00:02:42","modified_gmt":"2017-09-26T00:02:42","slug":"ceo-holds-special-summary-revision-with-pol-parties","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2017\/09\/26\/ceo-holds-special-summary-revision-with-pol-parties\/","title":{"rendered":"CEO holds special summary revision with pol parties"},"content":{"rendered":"<p><img src=\/old_site\/><\/p>\n<div><span style=\"font-size: 10pt;\">Special summary revision of electoral roll 2018 with different political parties was held at Hotel Japfu here on Monday.&nbsp;<\/span><\/div>\n<div>In his opening remark, CEO Nagaland, Abhijit Sinha, said that revision of electoral rolls starts with draft publication of electoral rolls well before the actual commencement of revision of electoral roll with special focus to have a clean electoral roll.<\/div>\n<div>Sinha informed that the Election Commission of India (ECI) has decided to use voter verifiable paper audit trail (VVPAT) in all the future elections, adding that no relaxation\/deviation would be allowed in the upper limit of 1200 and 1400 electors in both rural and urban polling station respectively.&nbsp;<\/div>\n<div>CEO said that electoral rolls with draft publication of electoral roll were carried out with the sole intention of achieving high fidelity electoral rolls and accordingly, pre-revision activities like training &nbsp; and orientation of EROs\/AEROs were carried from time to time.<\/div>\n<div>Sinha also informed that appointment of booth level officers (BLOs) and their training and orientation, identifications of critical gaps\/deviations in electoral rolls and strategy were carried out to remove and delete the identified multiple entries\/dead electors. He said de-duplication campaign was to remove duplicate entries in the electoral roll, and preparation of improved digital maps of polling areas, photography campaign for residual electors, whose images were not available in the roll.<\/div>\n<div>Further, Sinha said that longitude of all polling stations, newly identified and proposed for creation\/change of location of polling stations, would be captured and details of the same would be updated in the dashboard.&nbsp;<\/div>\n<div>CEO urged ERO\/DEO to use the e-mail facility for prompt and accurate exchange of communication. Sinha told the gathering that the ECI has decided to take up revision of electoral rolls with reference to January 1, 2018 as the qualifying date. He said the revision would be a special summary revision in all states and union territories (except Gujarat and Himachal Pradesh) in accordance with Manual on Electoral Roll. No change in the dates in the schedule approved by the ECI would be permitted, CEO added.<\/div>\n<div>Adequate publicity and awareness drive would be ensured by DEOs and CEO regarding the summary revision programme, Sinha said. He added that all the DEOs and CEO would get the revision schedule properly disseminated to media, political parties and social organizations to reach out to electors\/eligible population extensively well before the date of draft publication of electoral rolls.<\/div>\n<div>To make the publication of draft rolls effective, CEO said series of SVEEP events, like periodic meetings with political parties at Taluk, district and state levels and regular press meets would be organized.<\/div>\n<div>Sinha informed that all DEOs and CEO would separately call meeting with different political parties and the copies of draft rolls would be handed over to recognized political parties in public meeting.<\/div>\n<div>CEO also urged the recognized political parties to identify and appoint booth level agent (BLA) for each polling station.<\/div>\n<div>With regard to special campaign dates, he said BLOs would go through the draft electoral roll with BLAs of recognized political parties of the state concerned and would make any corrections, etc.&nbsp;<\/div>\n<div>CEO informed that BLAs, once appointed from a recognized political party, would continue till their appointment was rescinded \/revoked by the political party concerned.<\/div>\n<div>In addition to divisional commissioners, who would act as electoral roll observers for districts comprised within their divisions, the CEO said that the ECI could depute its observers\/ECl officers\/roll auditors to randomly check, audit and supervise the revision process, so progress report and list should be updated and make available to the observers.<\/div>\n<div>Also, speaking at the programme, additional CEO, N Moa Aier, said that more effort would be made to facilitate the stakeholders and bringing more transparency in the process of electoral registration.&nbsp;<\/div>\n<div>He said the practice of computerization and posting of all application forms received in Forms 6, 6A, 7,8 and 8A on the website of the CEO on a day to day basis would continue.<\/div>\n<div>Aier said the status of each application form should be clearly visible on each row of the list and the web application used for this purpose should also provide a facility, that on clicking on any row in the list, the concerned application form can be printed by any citizen.&nbsp;<\/div>\n<div>With a view to ensure more involvement of political parties, Aier said the ECI has allowed BLAs of a recognized political party to file applications in bulk, subject to the condition that a BLA would not submit more than 10 forms to BLO at one time\/in a day.<\/div>\n<div>It may be mentioned that all the forms received during Special Drive 2017 would be disposed of and the registered death cases would be removed from the roll after following due procedure.&nbsp;<\/div>\n<div>The supplements would be prepared well before the draft publication of electoral rolls, 2018 so the outcome of disposal is reflected in integrated draft electoral roll at the time of its publication.<\/div>\n<div>Preparation of elector photo identity card (EPIC) for the first-time young electors could be done latest by January 20 2018 and handed over to BLO\/ERO\/DEO etc. by January 22, 2018 for ceremonial distribution on January 25, 2018, on the National Voters\u2019 Day.<\/div>\n<div>The meeting was attended by representatives of various political parties including RJD, BJP, NCP and both factions of NPF.<\/div>\n<div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Special summary revision of electoral roll 2018 with different political parties was held at Hotel Japfu here on Monday.&nbsp;
