{"id":28904,"date":"2017-09-06T23:46:33","date_gmt":"2017-09-06T23:46:33","guid":{"rendered":"http:\/\/151.106.38.4\/2017\/09\/06\/kmc-launches-dog-pound-at-kohima-town\/"},"modified":"2017-09-06T23:46:33","modified_gmt":"2017-09-06T23:46:33","slug":"kmc-launches-dog-pound-at-kohima-town","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2017\/09\/06\/kmc-launches-dog-pound-at-kohima-town\/","title":{"rendered":"KMC launches dog pound at Kohima town"},"content":{"rendered":"<p><img src=\/old_site\/EGBTOIIIHWOGWOGYVKHM.jpg><\/p>\n<div><span style=\"font-size: 10pt;\">In collaboration with Angami Students\u2019 Union (ASU) Kohima Municipal Council has launched dog pound management in a short programme held at the office of the KMC Wednesday.<\/span><\/div>\n<div>Speaking at the function deputy commissioner Rajesh Soundararajan lauded the initiative of the KMC and ASU and urged the ward panchayats to sensitize the citizens and cautioned of personal clashes while carrying out the activities.<\/div>\n<div>He also insisted on chaining the dogs with name and contact number for identification wherin, owners may be contacted when required.<\/div>\n<div>Soundararajan opined that street dog menace needed scientific regulations backed by law as in Nagaland certain laws were at initial stage which citizens may not be aware of.<\/div>\n<div>He appealed the ward panchayats to extend full support to KMC and ASU and to continue to support the KMC for successful implementations of certain projects which were in pipeline.<\/div>\n<div>Administrator KMC Kethosituo Sekhose in his address said the initiative was taken up to keep surrounding and city free of stray or pet dogs which were often foundloitering and dirtying the town.<\/div>\n<div>Informing the rules in the dog pound management, Sekhose said all dogs should be kept within the compound and should not be allowed to wander around towns and cities without owner.<\/div>\n<div>He also informed that dogs found wandering would be caught and kept at the Chau parking and all expenditure like food, medical care\/treatment during confinement if any would be realized from the pet owner.<\/div>\n<div>He added that statutory holding period would be for maximum seven days and to claim the dog, the owner should produce his\/her identity proof (if any) to maintain a register for entry of all particulars of the dog.<\/div>\n<div>On expiry of the pounding period and if no owner claimed, he said the authority would dispose the dog as deem fit by way of auctioning or finding new owner.<\/div>\n<div>He said penalty fees apart from regular bill will be Rs. 1000 for first offence, Rs. 1500 and Rs. 2000 for second and third offence adding that after the third offence Rs. 1000 will be added for every subsequent time or frequent defaulters would be penalized to the extent of banning to rear dogs.<\/div>\n<div>The administrator said the initiative would be carried out under Municipal Act and urged the panchayats to empower the youth for awareness adding that impoundment of unattended dogs would be enforced from September 11 by using nets and cages.<\/div>\n<div>ASU president Visako Rino acknowledged the KMC for taking up the imitative stating that it was one step towards the building of smart city.<\/div>\n<div>He sought cooperation for effective implementation of the project and assured to sensitize the people by reaching out to every household in Kohima town.<\/div>\n<div>Kekhrie Nakhro, Teisolvilie Khezhie were selected as the veterinary assistant for the project.<\/div>\n<div>Ward Panchayat representatives and others attended the function.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>In collaboration with Angami Students\u2019 Union (ASU) Kohima Municipal Council has launched dog pound management in a short programme held at the office of the KMC Wednesday.
