Inaugural programme of the two-days training on drug enforcement for officers of the state excise and police department was held Tuesday, at directorate of excise, Dimapur. <\/span><\/div>\n
The training programme was jointly organized by NCB zonal unit Guwahati and state excise department. <\/div>\n
At the inaugural programme, short speech was delivered by commissioner of excise Tarep Imchen who encouraged the trainees to take the training seriously since whatever they learnt would be beneficial for the state in the long run. <\/div>\n
He also lamented on the shortage of manpower and weapons in the department.  <\/div>\n
Imchen was further hopeful that more of such programmes would be conducted in the days to come in order to deal with bigger issues. <\/div>\n
Short appraisal on prosecution and exhortation was delivered by deputy commissioner of excise (NC) Kevisetuo Angami where he pointed the two-day as important from the practical point of view for learning how to implement the Act. As an enforcement agency, one should be well versed in all small things before venturing out.  He cited two important points which included maintenance of case and progress report. <\/div>\n
Glimpse of the training programme was highlighted by the resource person with topics on the basic classification and identification of drugs, drug trafficking scenario\/modus operandi in North East, precursor control and pharmaceutical drugs, basic provisions and salient features of NDPS Act, 1985, search seizure and arrest, powers and jurisdiction of enforcement officers under NDPS Act, 1985, sampling and storage, demonstration on DD kits and rewards proposal processing.<\/div>\n
The programme will conclude on September 6, highlighting on subjects related to the provision relating to identification freezing and forfeiture of property, common errors in investigation, disposal of narcotic drugs including pre-trial disposal, practise on writing panchanama and documentation, rewards and assistance to states, handling of DD Kits.<\/div>\n
The two-day programme would be followed by interactive session along with the resource person. <\/div>\n
