{"id":29425,"date":"2017-08-12T00:21:23","date_gmt":"2017-08-12T00:21:23","guid":{"rendered":"http:\/\/151.106.38.4\/2017\/08\/12\/acaut-files-pil-wants-deletion-of-4-lakh-bogus-voters-from-e-roll\/"},"modified":"2025-04-16T13:19:50","modified_gmt":"2025-04-16T07:49:50","slug":"acaut-files-pil-wants-deletion-of-4-lakh-bogus-voters-from-e-roll","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2017\/08\/12\/acaut-files-pil-wants-deletion-of-4-lakh-bogus-voters-from-e-roll\/","title":{"rendered":"ACAUT files PIL; wants deletion  of 4 lakh bogus voters from e-roll"},"content":{"rendered":"<p><img src=\/old_site\/><\/p>\n<div>ACAUT Nagaland has filed a PIL in the Gauhati High Court, Kohima Bench, praying for the deletion of 400000 bogus voters in the state with the Nagaland chief secretary, the Chief Electoral Officer, Election department, Nagaland government and the Chief Election Commissioner (ECI) as respondents.<\/div>\n<div>In a press note, ACAUT media cell pointed out that the CEO (State Election Commission) on September 27, 2016 had honestly admitted in public interaction that there were still about four lakh bogus and multiple names in the state electoral roll.&nbsp;<\/div>\n<div>However, as per ECI guidelines, ACAUT said that the Elector-Population Ratio should not be more than 65:100. Whereas the CEO, Nagaland, in an RTI reply furnished to the ACAUT on January 31, 2017 pointed out that there were still 70 Polling stations across 23 constituencies (out of 60) where the e-roll of the Polling station\/village was more than the total population of the polling station\/village, thereby pointing to e-roll malpractices, it added.&nbsp;<\/div>\n<div>In this regard, ACAUT said it had filed a PIL for deletion of bogus and multiple voters through implementation of the following measures: &nbsp;1. The respondents to implement in Toto Sections 17 &amp; 18 of the Representation of the People Act,1950 where \u201d No Person shall be entitled to be registered in the electoral roll for more than one Constituency\u201d.<\/div>\n<div>2. The respondents particularly the Election Commission of India be directed to conduct Intensive Revision of the Electoral roll in the State of Nagaland before the 2018 State Assembly Election so as to ensure free and fair election; validated with Aadhar Card- the only identification process functionally equivalent to the Electoral identification process; validated with thumb\/finger print impression of all the voters linked with bio-metric EVMs ensuring One Man One Vote so as to restrain from booth capturing and other electoral malpractices infringing the Fundamental rights of citizens. &nbsp;<\/div>\n<div>&nbsp;3. Election Commission to issue direction and inform all voters enrolled, especially government servants, the implementation and implications of Section 17, 18 &amp; 31 of the Representation of the Peoples Act, 1950, read with Section 420 of IPC of those who have enrolled in more than one place of its consequences explicitly and clearly of its violations.<\/div>\n<div>4. That the Election Commission may be directed to implement, during the coming 2018 State Assembly election, taking of photographs (inside the polling booth) of each voters by using digital cameras which later on can be cross-verified and tallied with the actual name, image\/EPIC and number of voters in the electoral roll by using de-duplication software of ECI, E-Roll Management System (ERMS) to ensure that only the registered voters of the particular polling station exercise their franchise.<\/div>\n<div>5.
