The association has also threatened to launch phase wise agitation, in the event state government failed to meet their demand within May 9. &nbsp;<\/div>\n<div>Briefing media persons, president NGHSSEA Kelhikha Kenye said that in the first phase of agitation the employees would be wearing black badges from May 10-12 followed by pen-down strike and mass casual leave<\/div>\n<div>The ultimatum included: submission of incumbency list and post continuation to the AG to enable the officers of school education department to obtain pay slips, publish seniority list of officers of higher secondary section under school education department, promotion of higher secondary officers to fill up the vacant post and to review the order in respect of 23 GHSS wherein DDO power was withdrawn from GHSS principals and handed over to DEO\u2019s of secondary cadres (intensifying cadre conflict).<\/div>\n<div>Kenye said that the house has taken the decision by taking into account the administrative and structural problems. He informed that the house resolved to oppose any proposal to abolish the post of DDEO which was presently occupied by higher secondary cadre. It also demanded that the DDEO post currently allocated to higher secondary cadre should be retained.<\/div>\n<div>He said, since 1992 higher secondary was introduced in the state, the employees have not resorted to any form of agitation, as it believed in dialogue to settle any issue. But since, NGHSSEA could no longer tolerate, it resorted to protest to express their rights, he said. &nbsp;NGHSSEA also expressed concern on the stripping of power of Drawal and Disbursing Officer (DDO) from GHSS principals to District Education Officers (DEO). According to NGHSSEA, power of DDO empowered to principals, were used as effective deterrent for the school administration even amongst the school administrators. The association viewed that the government\u2019s move to withdraw the power of DDO from GHSS principals was \u201canti-school administrator\u201d. It pointed out that giving power of DDO to official, who has no experience about school administration would affect 23 higher secondary schools. It therefore, urged the government to withdrawn the power of DDO handed to DEO.<\/div>\n<div>Earlier on March 3, the association submitted representation to principal secretary school education for a partial review of GHSS establishment, promotion of higher secondary officers, incumbency list and post continuation and tentative seniority list of higher secondary officers. Again on April 3, NGHSSEA had submitted a reminder asking government to issue necessary orders.
